Customer support says I can't make in-app purchases because of problems with terms and agreements. What can I do?

I can't make any in-app purchases anymore on my IPad. Customer support says its a problem with terms and agreements and they can't help me since they don' t know what it is. I can still buy on my PC and my old iPad just not my new one. I used to be able to buy but not anymore. Can anyone help me?
