Customs Declaration: determination of Legal Regulation

Hi, given that the determination of Legal Regs should be based on
1Country,
2Country of dep/country of dest,
3Country of dep/country group of dest,
4Country group,
5Country group of dep/country of dest,
6Country group of dep/country group of dest,
On our system, using only country (no country groups are specified) the system only determines the legal regulation based on the country of the FTO which is wrong when you consider the FTO Austria selling goods from plant DE (and so legal unit)  to customer in CH.
Here I would give
Country of dep: DE
Country of dest: CH
so under rule 1 (above) the system should look at DE - ATLAS
or under rule 2 DE and CH - ATLAS (we changed the config on legal reg determination)
However none of the above applies, it goes and considers the country of dep = AT (from the FTO!!)
Anyone else seen this? Anyone else fixed this?

  • Customs Declaration - Legal Regulation incorrect

    I believe there is an issue with how the legal regulation determined during creation of an export customs declaration.  My first thought, and from what I have read, the customs declaration legal regulation is determined based of the country where the goods are physically shipped.  However, in our situation it appears the determination happens based on the country of the foreign trade organization.  Can anyone else confirm this is the case?  I have been searching the OSS site for some documentation but apparently have been unable to find the right combination of search keys.
    Our situation is this, we have a drop ship sales order where:
    Sales Org in ECC: Netherlands
    Supplying Plant:  United States
    Receiving Customer: Serbia
    We expected that the customs declaration would have determined an US legal regulation (thus determining US HTS numbers) however, instead, the document determined an EU legal regulation and therefore EU HTS codes.  The Geography tab clearly shows the country of departure as US.  Does this seem wrong to anyone else?  Am I just not understanding the proper determination method for customs declarations?
    I did debug and trace to ensure we are not overwriting this information anywhere during the transfer from ECC --> GTS, so I have ruled out code customization as an issue.  Any thoughts, comments would be appreciated.

    Hi Rachael,
    For the Export Declaration, GTS determines the Legal Regulation from the country of the Company Code of the Billing Document.
    If that does not suit your purpose, you can over-write the data in the ERP BAdI /SAPSLL/IFEX_SD0C_R3.

    Hi Ram,
    As the error message straight away tells , you need to activate Legal Regulation for Customs Management ( in standard case, it will be ACE) for US country through the below path:
    SPRO-->SAP Global Trade Services-->Customs Management-->Activate Leagl Regulation for Customs Management at Country/Country Group level

  • Unable to find any active legal regulations for determination proc. "TEST1"

    Hi Guys
    This is in regards to a Customs document for a Payment doc
    We have just finished the configuration of the Finance integration which will stop blocked partners during the Payment run
    Now when we create a Proposal in the Payment run in ECC, the same document gets transferred to GTS, now even though the SPL is active when we check the Log there is a message Unable to find any active legal regulations for determination proc
    Upon further investigation of the customs document i found 2 things
    1) In the Geography section Country of Departure is populated with US, but the Country of destination is blank, this might be a reason as the Legal regulation checks both the countries and then activate, any idea how i can get the same to populate?
    2) If the above population does happen, from which partner type should it come from, as in my customs document only Vendor and Bank is there, in the PO customs document this is being populated properly
    Any idea what is wrong here?

    I have tried activating it at country level, country/country, country/group, Same result in case of all
    As i know now since the Country of Destination is missing, it cannot activate the last two, but the same is also not working at country level.
    So is there anyway to maybe have some partner function which can populate the Destination country.
    Any other advice will be really helpful..

  • Customs Declaration: wrong legal unit displayed

    Hi, we have a funny situation in the customs declaration doc CULOEX where in the organisation data tab all the available legal units are shown, when only one is assigned to the FTO in the config.
    When we select the correct LU, the wrong one disappears. This does not look right and could confuse users anyone else had the same problem?

    Check one more time the legal unit assignments to the foreign trade org.
    check your legal reg determiniation also. Might be it is trying to determin the country that is not assigned properly.

    In our company, we have defined two embargo legal regualations,for instance,EMB01 and EMB02 which are determined according to the departuring country of sales item.
    But I can not find a table in GTS which has the information regarding which embargo legal regulation is used on the sales item.In table:/SAPSLL/LEGCON, you can find the legal control related legal reguation but not embargo legal regulation.
    I am not wondering if the embargo checking result are not stored in table at all but generated as a view when you check it.

  • Function Module to Retrieve License Masters Assigned to Customs Declarations

    Hi,
    Is there a function module in GTS to determine which license masters have been created to release the blocked document?
    My requirement is that I need to determine if there is a license master created to release a blocked document. If there is, I need to retrieve the text entered in the "External License Number" field.

    Thanks for the responses so far. I don't understand the linkage between maintaining "Default Document for SAP Customs Management" in "Define License Types" configuration activity and having the respective legal regulation / license master appear on the "Documents" tab of the Customs Declaration.
    For instance, if I have a legal regulation / license master that was used to unblock the delivery prior to the invoice / customs declaration being created, it will appear on the "Control" tab of the "Customs Declaration"
    Legal Reg: LEGR1
    License Type: LIC
    License Master: 100000External License Number: EXT123
    ... how can I get the External License Number from the license above to appear on the "Documents" tab of the Customs Declaration.
    I need an entry on the "Documents" tab that contains the following:
    Category: CUII
    Type: X035
    Number: <External License Number>This will be pulled from license master 100000 created above. There will only ever be 1 license master.

  • Incompletion Check in Customs Declaration

    We are upgrading our GTS system from 7.0 to 8.0. When we process outputs in communications tab, we are getting and error as "Executor/Sender not maintained for CD#xxxxxxxxxxx". We Debuged and found that the system is looking for partner function CUSVER (Consigner). At teh same time the document status is also incomplete.
    However this error was not generated in 7.0 even though CUSVER was not maintained.
    My question is,
    1. Has anybody who has upgraded from 7.0 to 8.0 faced this problem of missing partner function or any similar problem?
    2. How is the Incompletion check procedure determined for Customs Declarations and does it effect the partner function check?

    Hi,
    the check depends on the country (legal regulation) for what you are doing the customs declarations because the partner function is mandatory for customs.
    To fix your issue check:

  • Customs-declaration: Customizing message E0010 (e-Mail)

    if there are sombody who is able to describe me, how i can customize the Message E0010. I am getting the Message M0940 but the Email-Message doesn't appear in the customs declaration. I have already defined attributes of rules for defaulting Data (Messages), but it's doesn't work. I haven't customized the message E0010 in the IMG not yet.

    in the first step, I have defined rules for the output determination:
    Default data selection:
         Procedure for Defaulting Data: "COEDE"
         Legal Regulation: "ATLAS"
    For example:
    Process Templ.         Process        Activity      Message
    CUSDE                      CUSEX         EXAZ       M0940
    CUSDE                      CUSEX         EXAZ       P0010
    CUSDE                      CUSEX         EXAZ       E0010
    But at this point only the messages M0940 and P0010 were found in the customs declaration.
    I have looked in the determination log in the customs declaration and the EMail message E0010 can not be found, because it is not in the ..
    Process: CUSEX; Activitiy sequenze: EXAZ; activity: EXZAA

    Process: CUSEX; Activitiy sequenze: EXAZ; activity: EXZAD

    Here, I was able to see that the activity that contains the E-Mail Message which is called 'EXZAM'  can not be found in the message determination log.  For Example the activity 'CUSEX' contains the print Messages.
    When I display the Subsequent Activities of the Activity Sequence 'EXAZ':
    1. Activtiy sequence: EXAZ
    The following Subsequent Activities are shown:
    10     EXZAA
    20     EXZAD
    30     CUSEX
    40     EXZAB
    50     EXZAM  is not listed
    The activity "EXZAM" is not listed in the subsequent activities. I think that is the reason, why the message E0010 doesn't appear in the customs declaration. The activity 'EXYAM' is not listed as an subsequent Activity of the Activity sequence "EXAZ". 
    Now I have added the activity manually in the subsequent Activitiy listu2026.. but the message E0010 still doesn't appear in the customs declaration. If I display the Message determination Log, the activity EXZAM is still not shown in the list.
    Important:
    Only when I customize the message into the Activity CUSEX, which contains the print messages, then the message will be found in the declaration. It is funny because it's works. But I think that is not the right way to solve this problem. Can you tell me which customizing setting are missing?

    Which services can I check?
    I am trying to create a Customs Declaration
    Steps I followed:
    Step1 In Feeder System Created a sales order, VA01
    Step1 In Feeder System Created outbound Delivery, VL01N
    Step3 In Feeder System /SAPSLL/CUS_INV_R3, Shipment Consolidation: Generate Customs Declarations from Sales Order
    Step4 In SAP GTS System > /SAPSLL/MENU_LEGAL> Customs Processing Import/Export --> Display Outbound Activity ^
    ^Display Outbound Activity: when I click this I do not see any document.

    Hi Jennifer,
    Iam not sure why you using  tocode /n /SAPSLL/CUS_INV_R3 to create the billing document.
    as this Shipping Consolidation is used to  group the desired number of outbound deliveries or shipment documents in  pro forma billing documents. This lets to keep the number of customs export declarations that are generated in SAP GTS to a minimum.
    If you do not want to group Delivery to create a single F8 doc ( Proforma invoice ) you can use Tocode VF01 to create Billing Doc ( F8 doc type ).
    Following check you can do to make sure that your custom declaration is getting created:
    1. On ECC/R/3 side
    Check  whether you Sales order dod type ,Delivery  doc type and Billing Document F8 are activated going to got to GTS or not
    By going the following configuration you can check what all document type has been activated for At different application level SD0A ( Sales order) , SD0B ( O/B Delivery) , SD0C ( Billing Doc ) ,            
    For  ECC go to SPRO :
    Sales and distribution ->Foreign Trade/Customs>SAP Global Trade services-Plugin->Controldata for transfer to SAP GTS->Configure control settings for  transfer of document
    For R/3 got to tcode /n/sapsll/menu_legalr3
    Go to the Tab Customizing --- >Configure control settings for transfer.
    Sales order doc type has to be atleast activated  for Compliance Servicee
    Delivery doc has to be atleast activated  for Compliance Servicee
    F8 Billing doc has to be activated for Custom management services.
    On GTS side:
    Check al the following SPRO configuration :
    Under General Settings
    1) Define Legal regulation,Legal code 01
    2) Determination  Procedure for Active Legal Regualtion ( Det Strgy- LECUS- Cntry Level)
    3) Activate Legal regulation for Dest Cntry with combination of Dep cntry
    Under Customs- Document Str.
    1) Define Document type CULOEX (Number Range,Log control Access control,Partner group Action Profile,Text Det.Calculation Profile,Item Category)
    2) Activate Document Type
    3) Define Control Settings at Doc. Type Level and Legal Reg. Level ( If Access Control  slected in previous step 1 is  Leg Reg/Doc) Action Profile,Partner Group,Text Det Proc.,Calc Profile.
    4) Assign Document type from Feeder system at feeder system or feeder system group level. Application Level SD0C
    5) Define Item Category 
    6)Assign Item Category at feeder system or feeder system group level. Application Level SD0C
    Under Custom Service
    1)Assign Det Proc for Active Legal Reg LECUS
    2)Activate Legal Reg for Customs Proc for Dest and Dep country combination
    3)Control Settings for Cust Proc.
    You can check Tocode  SM58 on ECC side to check for error of document transfer.
    Simillarly on GTS side you can use Tcode SLG1 to check for any error .
    Tocde /SAPSLL/APIINVC_TLOG  is specific  to check for any error for Bill doc if it is not transferred to GTS.

  • GTS SCD (Supplementary Customs Declaration) for Export  set up?

    Dear experts,
    I'm trying to set up the SCD for export.
    Use: not sending every CD for export transactionally, but grouped, e.g. monthly
    Via the menu: Import / Export < Create SCD => there is only 3 possiblities (free circulation, discharge CWH, declaration CWH), these are all 3 related to import no?
    How can I set this up for export?

    procedure CUSPEX set up for legal regulation CUSBE (export belgium), seems OK,
    what can I be missing to set this up?
    When this is set up for export, do you always need to use the worklist to group the entries together or can this already be done automatically somehow (eg every export CD gets linked to the open SCD?)

    Hi Isabelle,
    I wonder if you have misunderstood the requirement?  Domestic Issues are not Exports (there's a clue in the name), but instead they remove stock from the Customs Warehouse to free-circulation.  So periodically you need to declare those Imports, and that's the purpose of the SCD.

  • Compliance Document Multiple Legal Regulations

    Export in the GTS Compliance Area....We know the FTO is based on the company code of the sales order.  And we know that the country of the shipping point or plant drives the legal regulations. However, can you have line items with different ship from countries in a document?
    I mean normally the FTO represent downstream, the customs authority, like US, CA, etc.  But having line items with different ship from countries, therefore bringing in different legal regulations, does this make sense?  Does GTS allow this scenario?

    Dave/Dean, the legal regs will be determined at both the item level - based on the country of origin of the shipping plant and the header level - based on the ship to partner/country of destination.  The FTO really only factors into which administrative unit preference would be done in, it doesn't factor into physical shipping location like legal determination does.
    If you create a sales order with multiple plants, it will be the country of origin for each line, which can vary vs the destination country of the ship to partner (which will be constant for all lines) that determins which legal reg to draw on.  One thing to keep in mind is that while you can have multiple plants - or even multiple ship points within the plant(s) on a single sales order - there will always only ever be a one to one plant/ship point at the delivery level.  So even if you have items shipping out of the US and MX like in your scenario on one sales order, they will create as two distinct deliveries.  Those items will be determined separately based on however you have US-GE and MX-GE regs defined.  Should you only have a block on say MX-GE portion, the US based shipping department will be able to process their portion of the order regardless of the MX block.
    In the example below you can see where I've created a sales order split between Canada and the US with each line shipping to CA.  I have materials set up within regs for each country to block orders for exports and domestic.  Lines 1 and 2 are US-CA with 4 and 5 being CA-CA.  In the log view you can see where the US line items are being determined against 4 US based regulations while the Canadian lines are only looking at the 2 Can based regs
    Hopefully that helps a little bit.  It gets even muddier if you should want to bring Import controls into place as well and have to deal with POs vs Sales orders!

    How can we enter data on the Foreign Trade/Customs tab of the PO & Inbound Delivery and make this data transfer to GTS and default into the GTS Customs Declaration?
    Specifically data such as Country of Origin, Mode of Transport, Commodity Code).

    In GTS you can default data directly .
    1. First  you define Custom Code list  under Customs Mgmt--> General Settings.
        Here you have to define:
       a.  Custom code List procedure .
       b. Assigen Custom code list object like MTBRC for mode of transport to the legal regualtion .
       c. Assign Valu to the Custom Code list object like MTBC defined in last step.
    2.  Now under Customs Mgmt> General Settings>Proc for defaulting data.
    a. Here under Define Default Data for Document Fields, Messages option define your rule to default 
         required field.
      b. And the Default procedure defined in last step has to be assigned to leg reg under  Define Determination Procedure for Defaulting Data
    c. In GTS main menu under  SAP Customs Mgmt--> Master Data ---> Define Rules for Default Document Data. Here you have to maintain value which you want to default.

    The forms (Shippers Letter of Instructions, SED, COO etc) are not active and not showing up in "Communication" tab of Customs Declaration while creating a customs declaration manually from transaction /SAPSLL/CL_CUS_01.

    Hi Venkat,
    Sorry for delay in reply and thanks for helping me out on this issue. We have worked out the ADS configuration issues, set up master data for printer, set up .xdc files for printer etc. and are now able to display the forms and able to 'print preview' the forms.
    However, when I print preview the form, the print icon is grayed out. I am not able to print the form. Can you please advise what am I missing?
