Cutting out a round image from a photo and placing it on another image using a Mac

I have a mac and use PS elements ... I am battling to cut out a circular image and stick it onto a different photo... I ideally dont want the back ground hence the cutting out but I'm just not able to cut it out and then transfer ... I get as far as shaping it using the marquee tool and then it doesnt do anything further... I'm a novice at PS - Need some step by step help ... My short cut keys dont seem to work like pushing space bar to resize image or using shift to resize image??

Those are not PSE shortcuts. If you want to resize the view, press command plus the plus sign, and to make it smaller press command plus the minus sign. The space bar switches you over to the hand tool so you can move your image around to see a different part of it. When you release the space bar you go back to the tool you had before you pressed it.

    I am sure that there will be other recommendations, but I like PSE because it can do most of the things that Photoshop can do, but it has a "guided mode" and good help files to walk you through. I also like "The Missing Manual" for PSE, it also explains things in a clear and simple manner.
    One thing to point out, is that PSE works *with* Aperture. You would use Aperture to organize and do basic editing chores, and, when necessary, Aperture can send the image to PSE for additional work when done PSE sends it back to Aperture.

    Make your selection and then use Refine Edge.

    Welcome to the forum.
    Yes, this is done often. You will need to create a Mask of that person, to separate them from the background of the original Image.
    I like to do this with a Layer Mask, as it offers control, and really does not alter the Image, so you can go back and make changes.
    Let's say that you have Image 01 w/ the head of your subject, and want to place it into Image 02. In Image 01, make a rough Selection. I would include a bit of extra background, as we will take care of that in a moment. With that Selection active, Copy the head shot. Go to Image 02, and Paste it. It will Paste in its own Layer. Ctrl+T (Free Transform) can be used to Scale and also position that Layer with the head. Once you have that Scaled and positioned about where you want it, create a Layer Mask. In QuickMask Mode, just paint in the additional Mask to remove all traces of the background that came in with the head shot. As you can paint OUT, and also paint IN the Mask, you can work on this, as many times as you wish - even next year.

    There are many tool and "tricks" to accomplish this manipulation. However, depending on the image one technique might be more appropriate than an other. And then there is the question of how to do it "skillfully". For example, the shadows in the person that is being substituted might be different than in the original image creating the obviously "photoshopped" look.
    Doing an Internet search on your posting title brings up lots of examples.

    If all you have is the Premiere Elements 13 purchased activated serial number on one Windows computer, you can go ahead and do nothing else but install the program from the disc on the second Windows computer with the same purchased serial number.
    That will leave you with the purchased activated serial number on two of your computers.
    Adobe allows you the same purchased activated serial number on no more than 2 of your computers. So, nothing to do but to use one at a time.
    Lots of scenarios beyond.
    1. Deactivate Premiere Elements 13 from computer 1. Do not bother to uninstall. Deactivation is not the same as uninstall.
    To deactivate, in an opened Premiere Elements 13 project, go to Help Menu/Sign Out. Close out of there.
    Then do nothing, leave the program in the deactivated/installed state.
    2. Deactivate and Uninstall Premiere Elements 13 from computer 1.

    Yes, you should not have any trouble.
    In Editor, go to the expert tab.
    Open picture B, the one you wish to select something from (the dog) to add to another picture.
    Use one of the selection tools, e.g. selection brush, lasso tool, to select the object. You will see an outline ("marching ants") once the selection is complete
    Go to Edit menu>copy to copy the selection to the clipboard
    Open picture A, then go to Edit>paste
    Use the move tool to position object from picture B.
    In the layers palette you should see picture A as the background layer, and object B on a separate layer.

    Try this:
    Open photo B, the one that you want to add an object to. Minimize this.

    Go back to photoB
    Go to Edit>paste
    With the move tool, position the object and resize with the corner handles of the bounding box.

    Use back up and restore from the Organizer menu. You are permitted two activations so no real need to deactivate the old copy unless you have installed it previously on another machine.

    It tells you to go to Error 13 and 14 if you receive error (-50).
    Here is what I have tried...
    Error 13 and 14: These errors are typically resolved by performing one or more of the steps listed below:
    Perform USB isolation troubleshooting, including trying a different USB port directly on the computer. See the advanced steps below for USB troubleshooting. I have moved it around to different ports.
    Put a USB 2.0 hub between the device and the computer. Didn't change anything.
    Try a different USB 30-pin dock-connector cable.
    Eliminate third-party security software conflicts. Removed all virus protection and firewall.
    There may be third-party software installed that modifies your default packet size in Windows by inserting one or more TcpWindowSize entries into your registry. Your default packet size being set incorrectly can cause this error. Contact the manufacturer of the software that installed the packet-size modification for assistance. Or, follow this article by Microsoft: How to reset Internet Protocol (TCP/IP) to reset the packet size back to the default for Windows.Used the Microsoft fix it.

    Apple doesn't make it easy to do what you want.  However, here's how I do it. 
    Select the photo you want to move and create a new Event for it via the Event ➙ Create Event menu option.
    In the Event mode select the new Event with the one picture and drag it onto the Event you want to move the photo to.
