Database instance not consistent within EBS

Hi
After cloning, after being able to logon to the system via the web browser, I have noticed an interesting "development".
Although the server address and port is correct, for DEV, once we go deeper into the application, for instance if we go to Applications Dashboard, the site name changes from DEV to TEST.
The same happens if we try any kind of drilling down into the system. The URL changes to TEST also. If I manually change it back to DEV, then fine, we see information for DEV.
I understand that we should be verifying some tables in FND, but havent found any inconsistencies, except in FND_DATABASES, in the column DB_NAME (it is TEST where it should be DEV).
Is it recommend that I change it from TEST to DEV? Or is this issue a symptom of something else ??

The Concurrent Manger log says exactly that -
Concurrent manager startup utility is not found !!!!

It also seems that when we run adautocfg on the db owner on the apps tier, the context file is getting updated with host*cl* instead of host*db*.
I sourced the env file before running. For some reason each time after running autoconfig, we see the APPSORA and context file being updated with host for the cl and not the db
My superivisor suggests that we manually edit the context file with a context file editor..
