Database PreparationGuidelines for an Oracle E-Business SuiteRelease 12.1.1

Question

Hiii..,
Im upgarding my apps version from 12.0.4 to 12.1.1
Im folowing the metalink document *Oracle E-Business Suite Release 12.1.1 Maintenance Pack Installation Instructions [ID 752619.1]*
now i need to apply the patch in
Section 2: Applying the Maintenance Pack.
should i need to refer the Note 761570.1 and apply the patches in PATH D as mentioned in the document..??..
My current Database version is 10.2.0.3.0.
Plz suggest me if i need to apply or not..???

Hiii..,
while applying the patch 6319846* on DBhome i got the following error*,
[oracle@msftrac2 6319846]$ opatch napply -skip_subset -skip_duplicate

Central Inventory is locked by another OUI instance
No read permission to Central Inventory
The lock file exists in ORACLE_HOME/.patch_storage
The Oracle Home does not exist in Central Inventory
UtilSession failed: OracleHomeInventory gets null oracleHomeInfo
OPatch failed with error code 73.
Also  while checking opatch lsinventory,the following error comes,

LsInventorySession failed: OracleHomeInventory gets null oracleHomeInfo
OPatch failed with error code 73
can anyone help me on this problem.
