DBMS Create Resource Help

Hi,
Could anyone help me with the following???
I have been inputting these commands into SQL Developer on Oracle 11g.
I have successfully created folder with the following:
DECLARE
TYPE folder_ntt IS TABLE OF VARCHAR2(1024);
nt_folders folder_ntt := folder_ntt(
'/public/',
'/public/hardlinkdir/',
'/public/weaklinkdir/'
v_return BOOLEAN;
folder_exists EXCEPTION;
PRAGMA EXCEPTION_INIT(folder_exists, -31003);
BEGIN
FOR i IN nt_folders.FIRST .. nt_folders.LAST LOOP
BEGIN
v_return := DBMS_XDB.CREATEFOLDER(nt_folders(i));
EXCEPTION
WHEN folder_exists THEN

END;
END LOOP;
COMMIT;
END;
Created some resources in it from the following:
DECLARE
b BOOLEAN;
BEGIN
     b := DBMS_XDB.createResource(
          '/public/hardlinkdir/oracle.xml',
          '<company>
               <company_name>Oracle</company_name>
               <company_desc>Oracle Test </company_desc>
          </company>');
     b := DBMS_XDB.createResource(
          '/public/hardlinkdir/quine.xml',
          '</approver>
               <approver_name>Willard Quine</approver_name>
               <approver_desc>Will Test</approver_desc>
          </approver>');
     b := DBMS_XDB.createResource(
          '/public/hardlinkdir/curry.xml',
          '</approver>
               <approver_name>Haskell Curry</approver_name>
               <approver_desc>Hask Test</approver_desc>
          </approver>');

and then linked them up with the following example in the Oracle Guide:

But when I run the following query to check if it works,
SELECT r1.ANY_PATH source, r2.ANY_PATH target, dl.LINK_TYPE, dl.LINK_FORM
FROM DOCUMENT_LINKS dl, RESOURCE_VIEW r1, RESOURCE_VIEW r2
WHERE dl.SOURCE_ID = r1.RESID and dl.TARGET_ID = r2.RESID;
The Document_Links table is empty!!!
Anyone got any ideas???
