Decreased ip profile, dont know where to turn !!

Hi, Hope you can help
My broadband speed dropped suddenly from a steady 2.0 mbps to around 0.35 mbps about a month ago. After 2 engineer visits and being sent to the resolution centre at BT( feels like the headteachers office) for complaining about it I am no nearer a resolution. appaerntly my line will only support a download speed in the region of 0.8 mbps now. 
No one is giving me a reasonable explaination for why this has happened or if it can be fixed. 
I get the impression from the engineers that there is an issue with the amount of lines available in the cabinet which supplies me, but they are not allowed to confirm or deny that. 
I am not very tech savvy but i'm not stupid either. My router and wireless set up is as good as it gets. There is hardly any drop in speed between the line into the house and my computer. 0.1 mbps according to the BT diagnostics. i have educated myself in jargon and the systems used by BT broadband and wholesale as best i can, but i still have alot of questions !!! 
First question- is IP profile set or fixed at the exchange, by BT broadband or does it refer to the Physical ability of the line to carry a broadband signal?
