Deleting pictures on phone without losing them

All my Pictures are in my Camera and My Photo Stream on my iphone 5 and visible on my Windows 7 machine using the Icloud program. If I delete a picture in my Camera Roll or My Photo Stream it also diappears from my Window's machine. Is this because they are not actually physically on the Window's machine?
So how do I do this to release space on my phone? The only way that I have come up with is to physically copy all my pictures that I have streamed on my Windows machine to a new folder and then delete them on my phone. Or is there a better way?

If you switch you picture sync back on and connect to a wifi it will sync your photos back.
What i would recommend is to do a weekly backup on the pc and delete photos off the phone that is not needed. Just make sure you leave the sync off on the phone.
Just do a manual sync from phone to pc. If you plug it in, on the left side you will get all your options for pictures, videos, pictures and more.

    You can Transfer music manually, then delete the files from the PC without having it sync to the iPod.
    HOWEVER.....
    Deleting songs off of iTunes or your computer is a very bad idea unless you have created one or more backup files of all your songs.
    Using the iPod as the sole repository of any of your songs is a very risky practice. When (not ‘if’) you need to restore the iPod, return the iPod for service, or it's song files are somehow lost or damaged, you will be re-ripping all your CDs back into iTunes and re-purchasing all your iTMS songs. Restoring the iPod is a common ‘fix’ to many small issues that arise.
    If you cannot store your songs on a PC or within iTunes, then you will need to have some storage medium in use (an external hard drive, DVDs or CDs). You should also consider a secondary backup medium for additional safety. Whether you keep your music in iTunes or on an external source – Multiple copies of your music files are a must!
    The iPod is really designed to be playback device - not a primary storage device (although it can be used as such), and certainly not as the only storage medium for all your music.
    Always backup your PC files: both music and data. Backup as frequently as possible. The usual ‘metric’ is to determine just how much work (hours, days, weeks) or money spent you are willing to repeat by extending out your time between backups. Your choice, your potential headache &/or loss.
    Many data-savvy folks have more than one backup and create incremental backups every time they add to or change their Library. Depending on the work I am doing, I may perform several backups during the same day. As they are incremental, and placed on my Backup ExHD – it is a very quick operation to perform several times a day, when needed.
    If you are heavily invested in your Library data (Playlists, Play Counts, Ratings, Last Played, Date Added, etc.), then:
    it is critical that you also make multiple backups of your ‘iTunes Library.itl’ file.
    iTMS REMINDER: While you can always take the time to re-rip the CDs you own to restore your iTunes music, if you lose your iTMS purchased music and have no backups, you will have to re-purchase them. Few exceptions are made to this rule – at least none that I am aware of.

    I definitely wouldn't. All you can do with the backup is a full restore and that would overwrite anything you later had added to the phone (including any additional photos). If you have a computer, doing an import is a good idea: http://support.apple.com/kb/ht4083
    If no computer, you could send the photos to someplace such as Google Drive, Dropbox, or other online photo storage.

    If you mean to delete the old iPhone backup from Settings>iCloud>Storage and Backup>Manage Storage, yes, you can delete this and make a new one of your new iPhone. Nothing will be deleted from your iPhone.
    Be sure that you have all the data you want in your new iPhone.

    Drag the iPhoto Library from your Pictures Folder to another Disk. This will make a copy on that disk.
    Slightly more complex: Use an app that will do incremental back ups. This is a very good way to work. The first time you run the back up the app will make a complete copy of the Library. Thereafter it will update the back up with the changes you have made. That makes subsequent back ups much faster. Many of these apps also have scheduling capabilities: So set it up and it will do the back up automatically.
    Example of such apps: Chronosync - but there are many others. Search on MacUpdate or the App Store

    If you have any photo stream photos on your old phone that you want to keep you might want to save them to the camera roll, then import them to your computer (http://support.apple.com/kb/HT4083) before deleting the account.  The reason for this is that photo stream photos are only kept in iCloud for 30 days.  When you enable photo stream on your new phone you will only receive photo stream photos from the last 30 days as older photos are no longer in iCloud.

    You should take the time to familiarize yourself with the documentation that is available.  You can "uncheck" a song in iTunes, and then do a manual update.

    Yes you can delete them. Removing them from the iPad has no effect at all on the Mac.

    Use an external drive to store the photos and include that in the TM backup.
    If you copy the files to a separate directory on the TC, that is different to using TM.
    But then you have no backup and the TC has no backup of itself.. indeed it cannot.. nor can TM backup a network drive.
    You never want to have only one store of your files. Especially things like photos which are irreplaceable.

    Deleting the iCloud account from your phone only deletes the account and any data you are syncing with the account (that is, any data that is set to On in Settings>iCloud).  However, when you delete the account you are prompted about what to do with the iCloud data.  If you want to keep it on your phone, be sure to choose Keep on My iPhone when prompted.  Also, be sure to save any photo stream photos that are not in your camera roll or backed up somewhere else before deleting the account.  To do this, open the photo stream album, tap Edit, tap all the photos you want to save, tap Share, then tap Save to Camera Roll.
    Deleting the account will not touch any other data on your phone (music, apps, etc.).

    Some people delete files thinking they can re-download them in perpetuity.  This is a mistake and Apple itself warns against doing this.  An item can be removed without warning with from Store and may not be available for re-download.  Keep copies on local drives.

    I'm assuming you mean photo stream, since photos are not stored in icloud except for backups IF photos are set to be included in backups - and you can't remove photos from a backup after the fact.
    Photo stream is a conduit for copying photos from one device to another - it is not designed to store photos long term (photo steam only keeps the photos for 30 days and only up to 1000 of them).
    When photos are downloaded to a computer (always sync photos from an iOS device to a computer for archiving one way or another, photo stream is one such way), you should always move photos from the photo stream folder/album to a permanent location.  Once moved, you can then delete them from the stream.
