Description of accounts

Question

We have the following issue
Account 1000 (Parent)
   Cost 1-------------------------------------100------------------------for employee expenses
   Cost 2-------------------------------------200-------------------------for building repairs
Account 2000(Parent)
    Cost 1
    Cost 2
Is there a way to enter the descripition directly to the right of the field, i know we can do it thru comments however i want it visible on the webform and i want to also retrive it in smartview. Sometimes these narratives can be more than 80 characters? can i do this in public sector planning?

The comments are more like a justification.
I want to acheive the following
Account Number -----2014 actual---2015Budget---Increase or decrease----Explanation
100                            5000               8000                 Increase                 Because of inflation
200                            6000
300                            7000
