DHCP Installation Failure Error Code 1060

Question

I have performed a clean install of Windows Server 2012 Essentials, creating a new domain.
I installed DHCP which was (apparently) successful, but when attempting to complete configuration I am presented with this error message:
Installation of the DHCP Users or the DHCP Administrators security group failed with Error Code: 1060. The specified service does not exist as an installed service.
A Google search was basically useless. I only found one page dealing with this error code:

The "solution" given in the link above is as follows:
To add the DHCP default local security groups
Click Start, click All Programs, click
Accessories, right-click Command Prompt, and then click
Run as administrator.
Click Yes if prompted by User Account Control, type
netsh dhcp add securitygroups and then press
ENTER.
Attempting to do this resulted in the following message:
The following command was not found: dhcp add securitygroups
So I am at a standstill. I really need some help here, folks.

Never mind. A reinstall of the server OS seems to have solved all of the problems.
