Dictionary not scanning words by hovering. Click and select now needed?

Question

Before 10.6 you did not need to click and select text to look up a definition. If you just hovered the cursor over a word and typed cmd-cntl-D then the dictionary popup appeared with a definition. By continuing to hold down the cmd-cntl key and moving the cursor along the sentence, the panel followed, recognising each word and providing a definition. I used this a lot to read Chinese websites as it was able to recognise Chinese words and phrases well. Now to look up anything you must select the text, lookup the word, and then select the next text. With Asian languages the word-breaks are not obvious, but the dictionary in 10.5 was able to parse them perfectly. This is a major degradation in functionality, going from an elegant, powerful translation to a clunky non-existent one.
Some people report still being able to get dictionary popup *without selecting* the text - by hovering over it - HOW? Thanks.
BTW using right click is not the point, before 10.6 the dictionary tracked the mouse cursor without any clicks being needed. Thanks

Thanks Carolyn. No it was not Tool Tips. This was a functionality of the pop-up panel of the dictionary, that allowed it to break sentences down into words and then move along a line of text translating as it went (tokenising). The Mac has powerful tokenisers built into Cocoa (I programme with them) but seems to have disabled this functionality in Dictionary 10.6. Probably something got left out in the 64 bit re-write...
I had done a clean install so prefs were default. Tried deleting and no help.
I have noticed that the whole way Services are implemented in 10.6 is different. Before, all Service menu items were always on the menu, now the System tries to double-guess whether you need them or not, and the items on the menu change with the context. So another broken thing is that there is a Service to translate between simplified and traditional chinese. Now the System will not show the menu item if it thinks text is not in one or the other (and gets it wrong a lot). Before, you could select the service and if it was already in the right format the text stayed the same - it was a neat way to look see if there was a Traditional variant of some Simplified text. Problem now is that the code hiding the menu item is getting it wrong and wont even let you try.
Seems to me that they have tried to "simplify" the interface by getting the system smart, but not smart enough... please can the user be put back in control, leave our menu items alone ! I have submitted feedback to Apple. Maybe in 10.6.999...
