Dim all but a selected part of the movie

I'd like to draw attention to a certain (rectangular) part of the screen.
Is it possible to dim all but a selected part of the screen?

Very simple.
Duplicate the clip and put it on V2 above the original clip on V1.
Apply a colour correction filter or blur to the clip on V1.
Load the V2 clip into the Viewer and using the motion tab crop out the rectangle.
This will work a treat assuming the shots are static.
