Dispatcher - J2EE status unavailable, J2EE Visual Administrator unavailable

Question

Greeting experts,
I present to you a problem that my company is having trying to get Portal and the WAS up and running.  I was handed this box after  a former employee left our company. There was no knowledge handover, so I am looking at a black box.  The main problem we are having is our main server (double stack ABAP and J2EE) simply will not get the Java stack up and running no matter how much we tweak the profiles or play with the network. I have been searching these forums for answers, and while I have gained a great deal of knowledge form the very generous people on this site, my problem still eludes me.  I hope I can provide enough technical answers to help anyone that might have an idea of what I can do.
