Do Apple or Att stores do diagnostics on the iPhone?

Hello My phone is stuck in a dos mode and constant restarts. It was crashing
frequently so I did a restore using itunes 7.6. It looked like everything was
going fine till it finished then a error code came up "I think it said 1023, but not sure" A yellow triangle appeaared saying connect to itunes which it already was. So I disconnected it and tried a restart holding the sleep and home button.
When it restarted it started up in dos and the apple appeared then kept restarting doing the above over and over. Now itunes doesn't detect it anymore.
I've turned it off and on several times, but no change.
So I'm wondering if Apple or Att stores have the capability to do any diagnostics on it or should I just exchange it?

Stuck in DOS mode? I think not.
The Apple store may well try restoring the iPhone there, but that's about as much as they will do. if it persists, then they will replace it for you.

Resetting should not have deleted your data.
But if you backed your phone up to iTunes or iCloud you should be able to restore it from there.

iOS 7 has an antitheft feature. A stolen phone can NEVER be used again, except by the original owner or with the authorization of the original owner. If you bought a stolen phone that was your mistake; get your money back. While it's possible that the seller "forgot" their password, that is an easily corrected problem. In most countries knowingly possessing stolen property is a crime. Even if you don't know it is stolen, it can be taken from you and returned to the rightful owner.
If it really wasn't stolen, and it was an honest mistake on the part of the seller, the seller can easily correct the mistake and authorize your activation of the phone.

i just came from the apple store and bought a gift certificate, so i can pre-order it, witch they told me i cold pre-order the phone after i told the i have a business account they told me it was ok, but when i call att they tell me that i can only get it from them i need to call apple over the 1800 to be sure.
and how many phone can you pre-order at once?
att is telling i can only pre-order 1 phone per house old , per account, but apple is telling me 2 per costumer, im so lost.

i read in several places that buying the iphone 4 from the apple online store will get u a SIM free version. i wanted to know if you go to the Apple store, can we still get the iphone 4 SIM free straight from the store. Or is getting the iphone from the online store the only way to get it sim free?

Theoretically, yes, you should be able to walk into an Apple store and purchase a sim free iPhone.
However, if you were thinking of doing this on 24th, then I would not bother, unless you have either pre-ordered or reserved for in store pick up. You probably will not get one on launch day, unless you are prepared to go and camp outside your local Apple store from perhaps midnight on Wednesday, or 3 or 4am on Thursday.
I am sure there will be lots of disappointed people on launch day who come away without a phone. Unless you have reserved, then I would wait or go and order directly from the Apple UK store and you will get it delivered by July 14th then.

Is it possible to go to my local Apple store (yes, physical location) and go through the pre-order process there?
I want to be able to ask questions about the continuity of my cell service/plan/etcetera before pressing 'purchase', and the best way for me would be to talk to a person in-store...but I don't want to waste my time going out there if I can't actually pre-order there after I ask my questions!

AFAIK, there are no "pre-orders" at any Apple store. Apple stores sell iPhones on a first come-first served basis. It is possible to order from Apple's online store for delivery at an Apple store. Bear in mind, pre-orders for delivery on 10/14 are sold out.

Since your iPhone was stolen, at&t has a record of this - you certainly notified at&t that your iPhone was stolen. I think if you spoke with a manager at this closet at&t store - giving them your information to look up to verify that you were an iPhone owner, your iPhone was stolen, and you want to purchase another now, they may waive this policy of not revealing this information over the phone. Tell them your willing to give them a credit card number to hold one for you if there is one in stock. I would pull out all the stops for a little help.

It looks as if there's a problem with your GPU. With a Retina machine, that would mean replacement of just about everything, except, perhaps, the flash storage drive.
Print you kernel panic when you go to your Apple Store appointment. I'm betting that it's a faulty GPU but they will be able to diagnose exactly where the problem lies.

Probably Best Buy, Radio Shack, Circuit City,etc.
