Or just keep syncing from computer, I thought I had to use computer fr ITunes so had to buy new laptop,also most of my apps are on iPod touch 3rd gen,how can I sync them to iPad.

You can't download iTunes on an iPad. There is no iTunes version for the iPad.
All iTunes content on your iPod Touch - all music, movies, tv shows, etc., and 3rd party apps should be in your iTunes library on your computer. There is no device limit for the number of iPods, iPads, and iPhones that can be synced with the same iTunes library and iTunes account on the same computer.
Short answer is yes you keep syncing your iPad with iTunes on your computer as designed and intended.

Yes, you need iTunes installed in order to restore your phone. If not installed on your computer, you need to download/install it.

Reboot, download iTunes, then reinstall, either using an account with administrative rights, or right-clicking the downloaded installer and selecting Run as Administrator.
The uninstall and reinstall process will preserve your iTunes library and settings, but ideally you would back up the library and your other important personal documents and data on a regular basis. See this user tip for a suggested technique.

Visibility of the Podcasts section is controlled from within the Edit > Preferences dialog.
Empty/corrupt library after upgrade/crash
Hopefully it's not been too long since you last upgraded iTunes, in fact if you get an empty/incomplete library immediately after upgrading then with the following steps you shouldn't lose a thing or need to do any further housekeeping. In the Previous iTunes Libraries folder should be a number of dated iTunes Library files. Take the most recent of these and copy it into the iTunes folder. Rename iTunes Library.itl as iTunes Library (Corrupt).itl and then rename the restored file as iTunes Library.itl. Start iTunes. Should all be good, bar any recent additions to or deletions from your library.
See iTunes Folder Watch for a tool to catch up with any changes since the backup file was created.
Missing tracks
Typically this can happen because a file or folder is accidentally shunted to the wrong location. iTunes can also get confused if it expects to be talking to an external drive which isn't there. If will often reset the default media folder location and may have trouble finding files in the old folders.
Select one of your tracks that is missing in action. Press CTRL-I to Get Info. Cancel when asked to try to locate the file, then look at the location given on the summary tab. This where iTunes thinks the file ought to be? Now find out where it actually is. Post back the two locations for comparison. I should be able to give you some steps to reconnect everything once I can determine which of the things that might have gone wrong is most likely in your case.
When you get it all working make a backup!

Unfortunately, this sort of trouble has gotten more complicated to deal with ever since Microsoft pulled the Windows Installer CleanUp utility from their Download Center on June 25. First we have to find a copy of the utility.
Let's try Googling. (Best not to use Bing, I think.) Look for a working download site for at least version 3.0 of the Windows Installer CleanUp utility. (The results from mydigitallife and Major Geeks are worth checking.)
After downloading the utility installer file (msicuu2.exe), scan the file for malware, just in case. (I use the free version of Malwarebytes AntiMalware to do single-file scans for that.)
If the file is clean, to install the utility, doubleclick the msicuu2.exe file you've downloaded.
Now run the utility ("Start > All Programs > Windows Install Clean Up"). In the list of programs that appears in CleanUp, select any QuickTime entries and click "Remove".
Quit out of CleanUp. Restart the PC, and try another iTunes install. Does it go through properly this time?

Why do I have to download iTunes in order to buy a gift?

From the main iTunes Store page, when I click on either "Buy a Gift Certificate" or "Set up an Allowance," I get a page saying, "Cannot detect iTunes on your computer."
Can someone please explain to me why I have to download iTunes in order to purchase a gift for someone else?? I do not want iTunes, do not need iTunes and do not own any iPod products. I merely want to purchase a gift certificate or (preferably) an allowance for my grandson.

I limit on how to gift money has no correlation to the player being bad. Ipods remain the most user friendly devices available. I looked at most before purchasing one myself.
Don't know what the issue is with getting a gift card at a store. I have always made iTunes purchases from a balance created by entering the cards. That way I keep my spending down to what I can afford instead of charging.

Nothing you can do. Apps are locked to the account that purchased them and you have to log into the account to update them.

iTunes is already on your iPhone as part of iOS.
Songs and ringtones are very different. They are differently formatted. You need to do a conversion to create a ringtone from a song. That is best done on your computer. If you have a Mac, you can use GarageBand to do it. If you have a Windows PC, you would need some utility on your computer.
