Do i have to pay for music that i have already purchased

i recently had to get a new iphone, lost 254 songs on my ipod, to get those back, can i just download them from my purchased itune file for free?

And if you're not in the US, then (probably due to license issues yet to be worked out in other countries) officially Apple does not allow redownloads of purchased items other than iPhone/iPod touch applications and iBooks. It's your responsibility to make backup copies (as iTunes itself advises) in case something goes wrong with your system, as unfortunately it apparently did in your case, and you lose all the information on your hard drive. The official statement of their policy can be found here, among other places.
For apps, look here for instructions on redownloading.  For songs, movies, and videos, if your computer's hard drive was erased and/or you don't have a backup of your purchased items, either on external media or another computer and don't have them on an iOS device (iPhone, iPod touch, iPad), you may be out of luck and will need to repurchase your content.
If you have your content backed up or on another iOS device, post back and someone here can help you get your items restored. Otherwise you can try contacting iTunes Store Customer Service and explaining what happened. Reportedly in some cases Apple has allowed redownloading on a one-time basis. But don't count on it.

Not like it was dirty anyways). Got a new battery, put it in, still same problem.  Would not charge...boo! So, I bring it back, and they order me a replacement phone, since it "is still under warranty, and insured".  When I first brought my phone in, the young lady said, "That is why it is not charging; it was the charger port, that is why it was not charging. It is as loose as a goose" So, that is why she ordered me a new one. 
         So, get the new phone, put "new battery" back in.  All is good, all of what, 2 maybe 3 weeks later.  Now it is doing the same thing again. Checked the charging port, it is fine.  Bring it in, to the store, and questioned the young man behind the desk, and find out why I was charged the $299.95(+taxes & s/h). He said, "it was because the old phone was because there was "corrosion" around the port."  Of course, there was not a single note of it being loose.  He continued, and said it was because it was there had to be a time where you spilled something on it, even if it was a drop of any kind of liquid. Or, you/ or someone else, had it in the shower with them."  (Really, a drop of liquid, or taking the phone with me in the shower?)  How I could I get a "drop" of liquid in it, if I had an Otter-box on it, or why would I take it in the shower with me?  I admit, I am not the sharpest tool in the shed, but, really? Come on now!
         Since, I have to now pay for it, I am kind ‘a wondering if anyone else has, or had the same problem with their phone (s).  My wife has the same phone and she has not had this same problem.  Makes me wonder.  Since, my phone is doing this again, if it is something that I am doing wrong with it or not.  So, now they have ordered me a new battery, and we will see if this will be a new fix, or "good bye to Verizon."  Any comments, or suggestions, please email wife and me, and let me know.     The only ways to upgrade a track from the old format of 128kbps with DRM to the "iTunes Plus" format are to either repurchase the track or to subscribe to iTunes Match. The offer to upgrade an individual track for a small fee was discontinued a number of months ago.

    A long time ago, I bought one of Mumford and Sons' regular albums, and more recently, I bought two bonus songs off their deluxe album. The last song on the deluxe album can only be download with a purchase of the whole album. Will I have to repay for all the songs I already have, just to get the one extra?

    Because Apple pays the music copyright holders a royalty each time a song, including a free single, is downloaded from the iTunes Store. You can sometimes get one free redownload request granted by using this form, but never more than one.

    It's in recovery mode. There is nothing left on the phone. You have no choice but to restore it.  Have you not been backing it up on a regular basis?

    Look at your purchase history and see what the charges are for.
    If you believe you have been hacked then change your password and alert your bank - ask them about reimbursement.

    "Human"s answer e-mail and express lane inquiries.  They are no less "Human" because they are not on the telephone.
    There is no telephone support for itunes.

    Look under the Store menu in iTunes for the "Check for available downloads" command and select that. You may find the tracks there to be downloaded. If not, check the Purchases area of the iTunes Store and you may be able to download the tracks there:

    I am currently financially incapable of meeting Adobe's Creative Cloud subscription commitments. I am a struggling freelancer who is also working full time for minimal wage, and I cannot afford to pay $50.00 a month to rent software. I am even less willing to have to pay for software that I have already purchased if I am to continue to be able to use it. I currently own the CS5 suite, and I have been trying to save up for the CS6 suite. However, I am now scared that I will have to pay heafty fees so I can continue to use software that I have already purchased and paid for. Am I going to be forced to pay a monthly fee too keep my software licenses?

    The Apple I.D. is only used for purchases from iTunes and the Mac App Store so should not be confused with your User log-in.
    Just use the one Apple I.D. (his) when you install and you'll be fine.
    Uninstall it and reinstall it "for all users", which was an option given to you at the time.

    Whether you can re-download music depends upon what country that you are in (and whether it remains in the store). If you don't have a Music section in the Purchased tab in the iTunes store app on your phone for re-downloading it, then do you not have you library on your computer's iTunes or on your backup of your downloads ? If not then you could try contacting iTunes Support and see if they will grant you a re-download
