It sounds like you would like to download free apps without a credit card on your apple ID. You should be able to update your billing information payment method to None with this article:

Changing your payment information using a computer
Open iTunes.
Choose Store > Sign In.
Enter your Apple ID and password and click Sign In.
Choose Store > View Account.
Enter your account password and click View Account.
From the Apple Account Information page, click Edit to the right of Payment Type.
Note: You can find the payment methods that the iTunes Store accepts in the Payment Type section. If you don't want a payment method on your account, select None in the Payment Type section.
Click the Done button after you've updated all of your information.
Step 6 in particular.

If the old ID is yours, and if your current ID was created by editing the details of this old ID (rather than being an entirely new ID), go to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iDevice, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.

Nothing will be deducted from your credit card if the app is free.

This is a user to user forum: you aren't talking to Apple here, and no-one on here can help you. You need to contact Support. Go to https://expresslane.apple.com ; select 'iTunes' in the first column and then 'iTunes Store' in the second column. In the third column click 'Purchases, Billing & Redemption' and proceed from there.

I used a pre-loaded credit card so when it ran out i had problems, primarily because it wont let me download or update anything until the "billing problem with the last transaction" was resolved. I dont really care if the purchase goes through but i want to be able to update stuff again and it wont give me the option to select 'none' under payment type. do i have to put another card on there just so i can "resolve the billing problem" and then i have to take it off again or is there a way around this or is it a never ending cycle?

Select None in the Payment Information window.
Click Account right side of the App Store window under Quick Links. Enter your Apple ID and password then click View Account.
Click Edit to the right of Payment Type.
Select None then select Done bottom right side of the window.
Be aware, the None option is not available in all countries.

When you say you restarted your phone, you mean that you literally just turned it off then back on again, or do you mean you did something more extensive, such as restore it from a backup or set it up as new?

There used to be an option to do so "Payment Method: None". This seems to have disappeared. Are Apple not supporting young people anymore? If so, this will be our last Apple product purchase.

Did you follow the instructions on the page that you posted from when creating the account ? They worked when I created a new account in response to another thread a couple of days ago.
e.g. on my computer's iTunes I logged out of my existing account and found a free app in the store and clicked on its free 'price' :
I then clicked on 'create Apple id' on the popup :
Agreed to the terms, filled in my details, and got 'none' as on option on the payments screen. I was then able to verify the account via the email and downloaded a free app with it
