Do I need an iTunes account to add my own music to an iPod touch?

I've always had and used my iTunes account when setting up one of my devices, but I'm soon going to set up iTunes with a new iPod and fresh install of iTunes for someone on their computer.
They don't want to set up an iTunes account right away but do want to put music on the iPod. I don't know if you need an account to do that or if you can just pair up the iPod with iTunes without an account until your ready.
The music to be put on the iPod will be ripped from cd's bought from a store (not home-made.)
Any information on this would be helpful.

Why would you not set up an Apple ID?  IF the concern is about the payment information, simply set it to "none" on the account.
I could be mistaken, but I believe iOS devices require an Apple ID to activate and setup.

    You do not merge libraries.
    iDevices sync to one and only one computer.
    If you want a single library, you manually move the content from one library to another... all content will still be associated with the Apple ID it was acquired with.

    Ok, I have resolved this issue myself. I contacted Apple support but they had no clue.
    The resolution is this, bring Siri up and say "radio". Radio comes up and you touch "now playing". Believe it or not the radio icon appears and remains.

I plugged it into my computer running itunes 12. i added an album (which is what i do every once in a while. hey, i like to update my preference in music which I'm sure everyone else does.) so after it adds the music against each and every song theres the   sign indicating that that song isn't there on my iPod. i go through my list and sure enough, its there against all my songs. I don't sync my music, i manage it manually. i unplug my device and sure enough, there's nothing there. any solutions? i had about 2000 songs (i know it's not a lot but i have a very specific taste in music.) my only option seems to be painstakingly tracking down all my music again and adding it. why would iTunes do this? it's never done before.

    You can only sync with one iTunes library. The iPod sees the new computer as a new library. To make the new computer your syncing computer you need to (assuming all the media is in the iTunes library):
    - Connect the iPod to the computer and make a backup by right clicking one the iPod under Devices in iTunes and select Back Up
    - Restore the iPod from that backup.

    So my iPod Touch has been cleared twice now and I'm beginning to become annoyed. I plug it in and iTunes recognizes it, and then goes through the steps of syncing. Once it gets to steps 5 or 6 it gets stuck. It'll just keep spinning or cycling through over and over again. It doesn't freeze up, just gets stuck.     Is his iPod usually synced to a different iTunes library/computer?  If so, that would explain the message iTunes is giving you.  An iPod is designed to sync with only one computer/iTunes library at a time.  If you try to sync it with a new library, the iPod's contents will be erased and replaced with what is in the newer/different iTunes library.
    So if there is content you would like to add to his iPod, simply transfer it from your iTunes library to his.

    One of you create a new AppleID and one use the existing AppleID.
    But you can still use the items in each iTunes library.

    In your situation I strongly recommend you read over that KB article. The international iTunes Stores are not cross-compatible.
    My understanding of how it would work is that when activating iTunes Match on your US Store account, any songs you have in your iTunes Library that were purchased from the AUS Store account will NOT be matched. As I understand it, those files will be uploaded (which means you need the files on a local HDD). I also do not think it is possible to have iTunes Match active on more than one store ID on the same computer. But since iTunes Match is not available internationally yet, that point is moot for the moment.
    To be honest you might want to wait until the service is available internationally so you can guage how will it will serve you.

    Activation for the iPhone, and authorization to play iTunes Store content are two different things.

    In that case, here is the applicable section from the iTunes Store agreement...
    If you are a commercial enterprise or educational institution, you may download and sync an App Store Product for use by either (a) a single individual on one or more iOS Devices used by that individual that you own or control or (b) multiple individuals, on a single shared iOS Device you own or control.
    So the way we have interpreted this is that each user( in a business) requires a separate iTunes account, though if the user had multiple devices that only he or she used, they need just one account for those devices.  If you are an educational institution you can check out the iOS 5 Education Deployment Guide.  Educational organizations have some different options.
