Do iPhone users have to pay for AT&T Wi-Fi Hot Spots?

I'm wondering if since we all have AT&T now, with data plans, if we will have to pay for AT&T WiFi Hot Spots while using our iPhones (or otherwise).
Anyone tried this out yet?
