Do my pictures stay on Ipad if I delete them off of my iphone?

My question is if I have an IPAD and my pictures download through Icloud;  If I delete the pictures off my phone will they remain on the ipad?

Welcome to the Apple community.
If you delete any pictures in photo stream from your phone, then they are also deleted from your iPad.
Note however, if the photos were originally taken on your iPad, whilst they will be removed from photo stream, they will not be removed from the iPad's camera roll.

    I have uploaded my pictures to ICloud, and i have deleted them off of my phone. My phone is saying that it is out of storage, and that pictures take up more than anything else on my phone, How can that be, I am frustrated, and Apparently I am not the only one experiencing these problems.     Did you delete your photos in your deleted photo folder? I you didn't their still on your phone taking up space.

    My parents use the same email address and both want to access all the emails that come in. My mom uses the ipad and my dad using the desktop.     Yes, that would require a POP type email account. What you describe now is the proper functioning of an IMAP type email account.
    Contact your email provider to see if they can help.

    When I synced my iPhone I my Mac , it automatically created a file called photo stream and imported all photos from phone into that file on my Mac.
    Do you mean the "Photo Stream" album in the "Web" section of iPhoto? Like shown here?
    If that is the only place where you are seeing your photos, in "my Photo Stream" in the "Web" section of Photo, then you need to copy these photos to an event to import them into the library.
    The Photo Stream album is only showing you what currently can be imported from iCloud, and the photos will vanish after a month, so you are having a limited time to grab them.
    If you have enabled "Automatic Import" in iPhoto's Photo Stream Preferences, it should already have created an event "July Photo Stream" and other monthly events with the photos from the streams. What find in these monthly events has been savely imported.

    The only photos backed up up on iCloud is your Camera Roll when you run iCloud Backup and they can't be accessed without restoring your whole devices.
    Photo Stream is not a backup. It is a sync tool.
    Photo Stream only holds 30 days of photos on the server and 1000 photos on your iOS device.
    To keep them safe, all your photos should be transfered to your computer and backed up.
    Once they are safely on your computer, then delete them from your iPad.

    No.  If you delete them from your device, they will be deleted from iCloud.  To keep them, import them from your camera roll to your computer as explained here: iOS: Import personal photos and videos from iOS devices to your computer.  You will get an option to delete them after they are imported.  If you have photo stream photos that you want to keep, save them to your camera roll so they can be imported too.

    Tap on the edit button at  the top right of the email list. This will let you select the emails to delete, once all are selected, tap on the bottom right button that says delete to delete them all at once.

    Evetually yes.
    If your pictures have been in the same location (same folder, same subfolder, ...) for more than a week, then copies if them will remain in your TM backups until it fills up. They are then vulnerable to being deleted.
    If they've been there for less than a week, TM could delete them as early as a month from now. If they've been there for only a few hours, chances are TM will delete them tomorrow.
    This is why TM is not the best tool to use to archive data that you will be deleting from your main hard drive. Copy them to a dedicated external drive, or burn DVDs.

    Check to make sure the iPhoto Advanced preferences are set to copy photos into the library when importing, i.e. a "managed" library:
    If it is and you don't see any thumbnail in the Event they should be in apply the two fixes below in order as needed: 
    Fix #1
    Launch iPhoto with the Command+Option keys held down and rebuild the library.
    Since only one option can be run at a time start with
    Option #3, followed by #4 and then #1 as needed.
    Fix #2
    Using iPhoto Library Manager  to Rebuild Your iPhoto Library
    1 - download iPhoto Library Manager and launch.
    2 - click on the Add Library button, navigate to your Home/Pictures folder and select your iPhoto Library folder.
    3 - Now that the library is listed in the left hand pane of iPLM, click on your library and go to the File ➙ Rebuild Library menu option.
    4 - In the next  window name the new library and select the location you want it to be placed.
    5 - Click on the Create button.
    Note: This creates a new library based on the LIbraryData.xml file in the library and will recover Events, Albums, keywords, titles and comments.  However, books, calendars, cards and slideshows will be lost. The original library will be left untouched for further attempts at fixing the problem or in case the rebuilt library is not satisfactory.
    If you are unable to get iPhoto to recover the photos MediaRECOVER can be used on the memory card to recover the photos as long a they haven't been overwritten.  It will run in demo mode so you can see if it will recover the photo before you have to purchase it.

    Restriction settings do not sync across devices.
    The iPad has a restriction code that is different to that of the iPhone. Someone set it up there, and it has nothing to do with the iPhone.
    If you don't remember what it is, then the only way to remove it, is to restore the iPad to Factory Condition.
    If you have a backup made before the restriction passcode was put in place, you can restore to that.

    I do not think so, but the easiest way to find out is to try it.
    edit: after rereading your post, there is not a way to try it with a broken phone. If the phone is broken, I think I would destroy it. Then it is a moot question.

    Just delete the iCloud entry --  do not do the deletion from the content-bearing apps (Photos, Messages, etc.).
    Delete from Settings > iCloud only.

    It will only sync what you have selected to sync.

    Deleting on iPhone has no effect on your computer.
