Your iTunes library files track the media you add to iTunes, how you've organized it, and other information such as playlists. By default, these two files are in your iTunes folder:

If the entire library is on the external drive then simply copy the iTunes folder into <User's Music> on the new computer, then install iTunes. If you've already installed iTunes you will want to remove the empty iTunes folder in <User's Music> first.

I have a playlist of tracks that are not in my music library

It is my understanding that all of your music resides within your Music Library and from there you can create playlists, whether Smart Playlists or just Playlists, but your playlists do not contain anything that isn't in your main Music Library.
I have a standard playlist that contains over 400 tracks where many are not in my Music Library from various different artists, albums and genres.
Is there a way to get the music within the playlist back into my Music Library without going in artist by artist Adding tracks?

All Tag edits were and are done within iTunes.
This specific Playlist was created over a year ago with an earlier version of iTunes. I just went through the process of changing information on a few of those tracks within the Playlist I have problems with and the current version of iTunes is not copying the music files, but moving them.
I think that this must have been a bug in whatever version of iTunes I was using last year when I first started working on my Tags.
I don't know if it has anything to do with it, but just last month I had iTunes Convert the ID3 Tags on everything within my Music Library

10.6.8 introduces the Mac Application Store, the only way to download Lion on the web. However, you can purchase Lion on a USB dongle for $69 US from Apple.
Although you can't update Leopard from the dongle, you could clone the Leopard volume and erase and install Lion on the original partition and then use the Leopard compatible Migration Assistant. http://support.apple.com/kb/DL1434?viewlocale=en_US&locale=en_US
All in all, cheaper to just buy Snow Leopard, and then buy Lion from the Mac Application Store.

If you live in the US launch the iTunes store, then tap Purchases, then the "not on this phone" tab. If you don't live in the US you will have to buy them again, unless the iTunes Store support staff takes pity on you when you email them with a request for help.
BTW, how many songs can you download between daily syncs?

You do not.. the iPhone is not a backup device.
Copy the entire iTunes directory from the old computer or the backup of the old computer to the new computer.

I have just tried to add a track to an existing playlist - and get the following message - "iCloud playlists canonly contain songs from your iCloud music library" If you continue, playlist will be removed from iCloud andonly be available on this computer". I have tried dragging and dropping, right clicking and adding and pressing the little arrow to add to playlist and all tell me that I cannot do this. What's that all about? To be more specific - create a playlist that has only your Christmas music on it, then create a Smart playlist that has everything you want from your playlist plus one more rule, where the playist is not your Christmas playlist. Play randomly from your new smart playlist and you will be good to go.

You must surely be able to add and subtract songs on specific playlist?

I fixed this issue (with help from tech support) and it involved several things.
After adding a song to iTunes, right-click on the song in iTunes and select "Update iTunes Match."
OR go to the iTunes menu-->Store-->Update iTunes Match.
Maybe that's the reason, it just hadn't updated to the cloud.
OR maybe it's not a high-enough bitrate file. This happens to me because most of my tunes are home-recorded.
Sometimes converting to .mp3 or Create AAC version might work. (You do this with a right-click in iTunes, and then you will want to remove the original file from iTunes.)
There is an iTunes Preferences setting, under General Preferences called Import Settings. Try setting it to AAC Encoder and iTunes Plus. That (I think) causes imports to be slightly better quality.
