I've always used iTunes gift cards for my purchase. Can I use an iTunes gift card, or do I have to use a credit card to purchase a Match subscription?

Gift Cards and Certificates are valid for use only in the country in which they were purchased. Only residents of the U.S may redeem gift certificates purchased in the U.S.
You can still help them set up an Apple ID without payment information so that they can download free items through the iTunes store though. The steps for performing that can be found in the following article:

Create a NEW account/ID for her using these instructions. Make sure you follow the instructions. Many do not and if you do not you will not get the None option. You must use an email address that you have not used with Apple before. Make sure you specify a birthdate that results in being at least 13 years old

We are fellow users here on these user-to-user forums, you're not talking to iTunes Support nor Apple.
If you can't remember your answers to your questions then if you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then the steps half-way down this page give you a reset link on your account : http://support.apple.com/kb/HT5312
If you don't have a rescue email address (you won't be able to add one until you can answer your questions) then you will need to contact iTunes Support / Apple in your country to get the questions reset.

When they've been reset (and if you don't already have a rescue email address) you can then use the steps half-way down the HT5312 link above to add a rescue email address for potential future use

Sorry, but it's quite possible that you can't. If there's an Apple Store in the country to which you want to give the gift, you can call them ask ask if they'll accept a Canadian credit card for a gift card purchase to be shipped to an address in the relative's country. If they won't, then you'd have to find an independent reseller in that country that carries iTunes gift cards who could accept your credit card, and there may be none.

You do not have to remove anything in order to use your balance.
It will use the balance first.

If you've forgotten your answers to your security questions then you can get them reset : If you forgot the answers to your Apple ID security questions

I can't get my iTunes Gift card to work I got the first part right but when I need the serial number it wouldn't work I entered it right everytime but still wouldn't work so I got out of the page and started again and I entered the Activate Numbers and it said that the card hasn't properly been activate seek help.... If the error message you are receiving is that your iTunes Gift Card in inactive, you should contact iTunes Store Customer Support via the Contact Support link on the lower-left side of the iTunes support page and include attached digital photos or scanned images of the sales receipt and both sides of the gift card.
