Does Delivered mean the person is on or it just sent?

I'm seriously wondering when i send a message to my friend they don't have read receipts. Sometimes it will quickly say Delivered and others it takes a little bit. Does it mean they're on their phone when it automatically says delivered or did it just send to their phone quicker?

Delivered simply means the iMessage server has delivered it to that number/AppleID.
