Does iMessage work only with Cellular data, without WiFi, on iPad?

Hi,
I am unable to send iMessages (to iPhone from my iPad).
I am not connected to WiFi. And only use Cellular data..
Is it compulsory to be on WiFi to send iMessages?
When I try to send, it shows an error message: iMessage is not Delivered.

I understand the the iPad can't send SMS, it is not a phone, and SMS uses the voice connection not the data connection.  iPad has only a data connection.
Thanks for the responses.  I am inclinded to believe that the carrier has no control over the data being sent and that it couldn't stop Messages (or any other app) even if it wanted to and I really really hate trying to call and speak with Verizon.  Really hate it. 
Put that together with my experience that if something is supposed to work, but doesn't it is probably me.  I'm still thinking that my friends and I all have something not set right, but what?
The correction steps talked about all assume that if Messages works with Wi-Fi it will work for cellular.  Messages works just fine when I have Wi-Fi, but doesn't work when I'm on Verizon LTE cellular data.    Should Messages show up in Setting >> Cellular Data >> Use Cellular Data For: ?  I get the feeling that since it doesn't appear here as an app that can use cellular data, it can't.  So the question is, how can I get the Messages app to use cellular data?

    My Pokerist app sound does not work.  It will only work if I have head phones on.  All other sound works, songs, video etc.  I deleted the app, then installed again still no sound.  It is not the app because I also have a IPhone and the sound works on Pokerist.  If anyone can help me I would appreciate it.

    Check out this link - http://support.apple.com/kb/HT4085.  There have been instances where settings have accidentally changed. Double click on the Home button, swipe all the way to the right to reveal the leftmost icon and alternate settings if necessary.

    1) Make a client copy ready 2) Use Idoc and moved the master data. I am not sure how much data it is.We did the same before.

    That's correct. PCG is only for Oracle EBS.

    Did you use the generic installer or the win32 one ? You should use the former with Win64.
    You can also check that your version of Java is supported in the certification matrix.

    Any OS version of 10.8.4 or later has all features that are not OS depended. The plugins are one example. You probably haven't updated all versions of Logic Pro X to the latest one.

    Depends on the type of Message.
    SMS messages will send and receive with data off.  and while you can guarantee you send using SMS you cannot guarantee that whoever replies to you does also. They may be replying thorugh iMessage if they are using iPhones.
    However Android should be sending through SMS.
    You can turn off iMessage if you want to, though people with limtied SMS text messaging in their plans may not appreciate it, and stop messaging you.

    Why would I post without being 100% correct:
    Just trying to point out at a high level that if you use something else to move the TCP then you'll eventually have to implement the functionality that IP gives you.
    To those that insist that you HAVE to use IP to move TCP, the answer to that is NO! That's like saying that IP has to use Ethernet. You don't. All IP provides is addressing and routing.

    The port is in the TCP layer. Sorry, wasn't thinking there. Actually what I was thinking about is how more expensive NICs can decide if it should look past the IP header of a packet. By being able to ignore IP addresses it is not assigned it can save CPU time. Checking to see if it should listen to a port would be cool too, but that would take too much. A machine will only have a few IP addresses (at least one in the class A,B,C range, maybe a multicast address, at least one broadcast address) which wouldn't take much to store in the NIC. Listening to 1000s of ports is not unheard of.
    For the author:
    I'd design your chat program with two basic interfaces in mind. There will be guaranteed delivery and best effort. TCP gives you a grantee that either the packet gets to the receiving station or the sender gets an error. That's great until you want to talk Bluetooth.
    Bluetooth, IR, and Serial comms are all basically the same in the WinTel world. You talk to them over a COMM port. Here you have no guarantee of delivery. Thus in the old days of downloading you had to use a protocol like ZModem to transmit files and make sure you got them all.
    You'll need to implement you own guarantee of delivery for these. Basically look into what TCP provides and implement something similar with Java. Checksum, sequence number, and acks.
    When you implement your chat, part of your own "network stack" would decide if it needed to transmit service guarantee information with the data at the application level or not. There is no point in incurring the overhead if TCP is being used.
    UDP may work, but I don't trust it past a LAN. Some UDP packets will always be dropped by a router. One example is broadcast packets. I doubt any admins will let a broadcast come into their router. Also, because viruses propagate by broadcasting, a lot of admins may limit them to the subnet of the host. UPD is real good for streaming audio. Something when if you lose a packet you don�t want to recover it. If you�re listening to a game on the radio and there is a lightning strike. Would you rather hear the pop and still be in sync with the broadcast or do you want to fall a second or two behind �live� coverage? I think that UPD packets are more readily dropped by a congested router. That's working on the theory that "If the application doesn't care about the packet really getting there (it would have used TCP) then why should I when I'm too busy."

Recently, I have sent and received texts when I know I have not been on wi-fi, but on my 3g Verizon network. The other side may or may not have been on wi-fi. The thing is: Both the sent and recieved messages show the blue color theme vs. the green as for regular texts.
    Does iMessage REQUIRE 2-way wi-fi?
    Are there situiations where iMessage will work over the cellular network?
    If wi-fi IS rquired, why do I see the blue balloons?

    Just a snippet from my mail to Bill about testing results up to now:
    MPEG2 results appear to be dependent not on number of cores, but on amount of memory, next to the video card and maybe memory controller. How else would your SB be faster than your 980 with the same video card and 4 cores versus 6? I think 32 GB versus 24 GB is the differentiating factor here, as well as the memory controller on the SB, or am I trying to find explanations that are not there?
    Disk I/O is purely a matter of sustained transfer rates. Number of cores is irrelevant here. I don't have sufficient data yet to determine whether amount of memory will be influential, but I assume there is a lower limit when the results will further decrease. We are talking about a 37,092 MB file being written to disk and the sustained transfer rate can be negatively influenced by a limited amound of memory.

    H.264 is mainly a factor of number of cores, size of the L3 cache, amount and speed of the memory and clock speed.
    MPE Gain is a resultant calculated number. It is hard to interpret, I admit, but in general you will see that the better a system is performing, the lower the Gain figure. Very fast systems can handle software MPEG2-DVD encoding quite well, slower systems struggle with that task, but with hardware MPE even slower systems achieve around the same figure as faster systems and the consequence is that slower systems show a higher gain.
    Further notice that the new Total Time figure is only the sum of Disk I/O + MPEG2-DVD + H.264-BR. In the PPBM5 test we included the rendering test as well, but since we no longer use that, it is no longer a part of the Total score. Also, the weighing of test results to calculate the RPI has been adjusted for this new test.
    Hope this gives some informative background info.
