Does iPad Air cellular t-mobile or any other work with Russian SIM card?

Still looking for help with this issue, if anyone can help with some information.
Like I said, I'm not a techno-idiot, I'm actually pretty savvy, but this really isn't my area of expertise, so I really really would appreciate some wiser minds than mine looking at this and giving me some information.
Additional information that may help: when I go to Settings > Cellular Data > View Account > ,I get a system error message; it won't let me contact to my account and gives me a number. I assume I'll have to contact Verizon regarding my account, but I'm still wondering about the LTE sim question vs just a "regular" cellular signal.
Does it even make sense what I'm asking or am I just being a complete and total idiot?

    Exactly that, there is a problem with the sim card.
    The sim card is the little chip that links your iPad to the cellular providers network to get internet anywhere.
    It may have moved in the tray and lost contact, it may have an actual issue, or it may be deactivated by your cellular service provider.
    Contact them to have them look at it or your service and see if there is anything wrong with it.

    When did you buy it?
    Apple did not begin selling an unlocked version of the iPhone 4S in the US until 11/11/11. I believe it went on sale only through the online store at that time. I'm not sure if it's available at retail yet.
    What you purchased was a phone without a contract commitment. It is still locked to AT&T. AT&T will NOT unlock iPhones for any reason.  Return it and get your money back, then use that to purchase an unlocked phone.

    Only the latest iPad Air 2 has Apple SIM and only in U.S & U.K. if you have a cellular model.

    As far as I am aware, the phone was not locked to a particular network but never the less - the phone was bought on T-Mobile UK and she is trying to use a T-Mobile UK sim card. I wiped the phone before giving it to her. However, it is not working! Do I need to inform apple that I have given this device to somone else and they should be 'allowed' to acess the device. Do Iphones lock them seleves to one partuclaur sim card? I replaced the Iphone at the Apple store due to dropping it in some cofee.. would this of caused them to register my device to my sim in particular?

    If you are both on the T-mobile network, the sim card should work.  If you did a Erase All Content and Settings, then she should be at the point of activation as a new device...talk to T-mobile and be sure the sim she is using is a valid sim card.

    I have a 64GB iPad Air WiFi+Cellular (Verizon), and I don't see the issues you are describing.  First I would suggest that you update your iPad to the newest iOS update.  If that doesn't help, then you may want to schedule an appointment at an Apple Genius Bar.  If you go this route, I suggest that you let the iPad sleep for long enough for the problem to arise before you go to your appointment.

    The cellular part of that it has the ability to transmit and receive cellular data, not make phone calls over the cellular network.
    If you also have an iPhone, you can use the new feature quoted below described in Connect your iPhone, iPad, and iPod touch using Continuity
    Phone calls
    To make and receive phone calls on your iPad or iPod touch, here's what you need:
    Your iPhone and your iPad or iPod touch need to use iOS 8 or later.
    Both devices must be on the same Wi-Fi network.
    Both devices must be signed in to FaceTime using the same Apple ID.
    This means any iOS device that shares your Apple ID will get your phone calls. Look below for instructions on how to turn off iPhone cellular calls.
    Wi-Fi Calling needs to be off.
    If you don't also have an iPhone, you can use FaceTime or Skype or Google Voice or other types of apps for calling.
