The third best app is Google voice and it alows free calls to USA and Canada. In order to receive calls you must subscribe from USA on http://voice.google.com to get a free US number. Then you can get an app called vtok from appstore to receive calls. This app will not give you notifications of incoming calls unless if it is running.
Vonage is a good app for free calls to US, Canadian calls cost 1 cent per minute (used to be free).
Skype is an interesting app that allows you to subscribe to different services.The best is the 2.95 per month unlimited US and Canada with the following options:
1-A caller ID with your US or Canadian number
2-Skype to Go Numbers (local numbers assigned to skype contacts and long distance phone numbers)
3-Call forwarding

    No, it does not. There are some apps which will turn the screen white so you can use that as a flashlight, but it does not have an LED camera flash.

    Right. But as I understand it, the aGPS is a function that speeds location using cell signals, but isn't necessary for the GPS signal. I can buy a plugin device that is a real GPS that I can use with my iPad mini. However, I would need an app for maps. I was wondering if anyone had used one of these.

    Both models are GSM compatible, so it doesn't matter at the moment which one you pick, it will work in Ireland.
    This will change once LTE is in operation in Ireland (early-mid 2013), since two models use different LTE bands.
    LTE in UK (and most likely Ireland) will be band 3, so if you want to be able to take benefit from that, you need to make sure your model is A1455. In US they use mostly band 4, which is compatible with model A1445.

    You can use apps such as Skype For iPad from the app store, but if you are asking whether you can make 'normal' phone calls with it then no, you can't.

    That will depend on how you buy the iPad.
    If you buy it from an Apple Store directly at full price it will be unlocked, and can take a sim card from any compatible GSM carrier.
    If you buy it directly from T-Mobile under a subsidy(at a discount price tied to a service contract)  Then it may be locked to T-Mobile for at least 40 days of service with them.

    Technically speaking Assisted GPS tends to be more accurate in locations with lots of obstacles between the device and the satellites,such as buildings or tall trees etc. In wide Open areas the line of sight to Satellites makes this not necessarry.

    Techncially speaking A-GPS is the kind you want if you need very fast and accurate positioning in places where obstacles may inhibit or reflect the signal causing noise and location distortion.  Again like in a big city with very tall buildings.
