Does iPad need activating everytime I insert a new SIM?

I have a 32GB WiFi+3G iPad. I'm currently using it in the UK with an Orange microSIM.
I know the iPad is not SIM locked.
My question is, if I take my iPad on holiday and pick up a local microSIM on a PAYG data plan do i need to connect my iPad to iTunes before it will work?
This would not be convenient as I won't have a laptop with me.

... No, you don't need to hookup the iPad to a computer when you change the sim card.

No, none of the wifi-only iPads can have a sim card inserted. If you have an iPhone then (if your carrier supports it) then you use that as a personal hotspot for the iPad, or you could get a mifi device and use that as a mobile hotspot for it.

After continuing to get the H5006 error today, went to the Apple store, and after 85 minutes of trying to fix it, they gave me a new iPad with new SIM. Tried to register and was told that I could not because the e-mail address was already being used (it was the one I tried to register yesterday which resulted in the H5006 error). Apple suggested I go to an AT&T store since it's really an AT&T problem, but their service was fantastic in replacing my iPad for a new one.
Went to an AT&T store and they person said all that he can do is sell me a new SIM card--that the stores are not able to go into iPad accounts. He seemed frustrated with that inability to help customers, I clearly wasn't the only one who had come in and he'd been unable to help.
Called AT&T, and after two service people, they realized that the H5006 error means that only part of the registration information was transferred and the solution is to delete the account and re-register. Account was deleted, and every time I tried to register I got an "Unable to complete registration, please try later". After several power cyclings and several registration attempts, I was told that a ticket was being written and that I would get an answer on Sept 23--6 days from now. That was a 90-minute phone call.
So, the 3G iPad still doesn't work and it's clearly AT&T's system preventing it from activating. This iPad is for my wife--I have my own 3G and we both have iphones, so we are competent users. The iPad will be returned without replacement if the problem isn't fixed by the 14-day return date.

ADFS2012R2 Install: Why does this need Active Directory Domain Admin Account as one of the pre requisites for installating AD FS server

We were trying to configure AD FS through ADFS Wizard on Windows 2012 R2 box as part of ADFS upgrade from ADFS 2.0 to ADFS 3.0. But the installation got stuck in between as the domain account which we were using does not have admin privileges on the AD side.
We have to raise to AD team to elevate the rights of the service accountb we are using.
Can any one please tell me why having an admin AD account is pre requisite for the AD FS configuration, what are the "Write" changes which occur at Active Directory side post ADFS installtion, we need this details to supply to AD team for the justification
purpose.
Would appreciate any detailed response on this query

dont know all exact objects ADFS is trying to create in AD, but it needs to create some container and objects under cn=Programm Data,DC=domain,dc=com for sharing certificates.
We had troube with this because the container does'nt exists.

Ipad needs activation.

My Ipad still wont activate after restoring to factory default, I've already downloaded the necessary updates and tried installing them. I tried using cables to connect to itunes, but still wont work. Been getting this message everytime: "Sorry we re unable to continue with your activation at this time."

If you're an Apple Developer, log into the Apple Developer website, then try this page:

It involves downloading the relevant .ipsw file for your device, from this webpage:
http://developer.apple.com/devcenter/ios
Then, in iTunes, ALT+Click on the Update button, and select the .ipsw file you're just downloaded.
iTunes should now allow you to update the OS on your iPad.
This process worked for me (and my iPad 2, running a Beta copy of iOS 7, which had expired, and refused to be updated), but it's not particularly intuitive though, is it ?

Hi, Do we have to unlock the ipad to use outside US. I am trying to use it in India. I bought a GSM (AT&T) ipad first Generation one.
I bought a GSM 3G connection here in India and it doesnt seem to be working. So do I have to get it unlocked or does it come unlocked.
My Ipad shows Airtel and 3G with full signal strength but am not able to use saffari to browse internet.
Please let me know what is to be done.

The AT&T original iPad is not locked to AT&T. Does the microSIM that you have actually provide a data plan or just phone service?

It is locked to your sisters carrier.
She would have to ask her carrier if they unlock iPhones and if she qualifies for this service.

Sounds like the phone was jailbroken or hacked to unlock it. If that's the case, it's now a brick. Buy a new phone.

Get a micro-SIM from the carrier in Mexico that you don't have to manually cut down. If that carrier doesn't provide one, switch to another carrier that is not so low-budget.
