Does iPhone 4S work on LTE data plan

Since upgrading my iPhone 4S operating system to iOS6 I have lost use of 3G functionality. My carrier and Apple (and I) have spent hours trying to problem solve this. One of the carrier techs insists its because my dataplan is an LTE one and that iPhones will not work with LTE plans. HOWEVER, my 4S phone worked JUST FINE with the very same LTE plan BEFORE the iOS6 upgrade.
I have read in the discussion areas that others are having similar difficulties. Can anyone with technical background advise if it makes sense that my LTE plan would suddenly cause my 3G to be defunct?

Thanks for the reply, Brad. I have already tried what you have suggested, in addition to several full resets and restores and a switchout from Apple to a brand new phone, testing of SIM chip....nothing seems to help....
I thought the suggestion that the LTE dataplan was at fault didn't sound logical...thanks for that piece of info...any other suggestions?? (I live in a place where there is good sturdy 3G coverage....Apple suggested that perhaps a local cell tower may have collapsed (Yeah, I went and checked that too!!) Grrrr....this ain't my area of expertise (humans are) so I'm hoping that the collective tech brains out there may have some new avenues to pursue...

    The LG Dare does not require a data package. If you would like to add a data package. The current data option for the device is $10 / 75 MB.

    Being already activated, the old iPhone 4 should still work as an iPod even if the data and cell plan are cancelled. If it deactivates for some reason, you'll need a valid SIM to reactivate, though you still shouldn't need a cell plan. You can ask for confirmation in the iPhone forum, just in case I'm missing some recent change or detail.

    You don't buy an unlocked phone. You buy a Verizon iPhone at full retail. I just did this myself last month. I paid full retail for the phone and activated it on my plan. This allowed me to get a new phone before I was eligible to upgrade and keep my unlimited data. I also got a good deal on trading in my iPhone 5.
    You can buy the phone through Verizon or through Apple. If you buy it through Apple, I'd suggest that you not have them activated but do that yourself by logging into your account on your computer.

    We've blocked data usage through our provider on my sons phone. Data was restricted to wifi only. But then he began using the phones hotspot and his iPod to access the Internet. How is this possible? Data should be blocked so why does hotspot still work?

    I cannot find anything that talks about restricting the hotspot. So how is his Internet restricted to wifi only? The only way that I can see to restrict the hotspot is to restrict it on the cellular side, but you cannot turn off cellular, nor is there a restriction in the Restrictions section. I'm guessing it has to do with how you have his Internet restricted. Is this something through the AT&T parent restrictions?

    You can't use the SIM from your existing phone. You would use the new SIM and activate as an existing customer.

    You have to get the data plan and for $20 it's worth it, not only is it unlimited data but includes 200 text messages. Without the data plan, you'll pay for every voicemail you access, every text message, any time you check weather/email/youtube/etc. In a nutshell, the data plan covers a lot more than just using Safari to browse the web.

If you purchase  a basic phone (Lg-Env) for full retail cost you can use the plan you currently have. If you upgrade to a basic phone with a discount, you will have to choose one of our shared data plans for basic devices. The Lg-Env-Touch will require a data plan and if this phone is purchased at full retail price, you can use your current plan and add on one of our old data plans because you have an older plan.
