Does it mean do not disturb  is on if iMessage is sent in a green bubble to another iPhone.

I don't think so. The green bubble at the sender's phone indicates that the message has been sent via SMS transmittal. A blue bubble indicates transmittal in iMessage format.

    Do you have another computer, iPhone/Pad/Pod? This is usually no problem.
    Usually if you enable your router for Automatic (DHCP) IP address distribution, your device's IP address on your local area network will change without you knowing.

    Most likely, you're getting a network address from your router. The address assignment ("lease") expires, and has to be renewed, after a certain amount of time, which might be one hour or one day. The lease expired without being renewed because the device was offline at the time. Meanwhile, the address was leased to another device on the network. When the first device comes back online, it still has the address that's now also leased to the second device. Depending on what kind of router you have, the conflict may resolve itself automatically. If not, then from the menu bar, select
     ▹ System Preferences ▹ Network
    If the preference pane is locked, click the lock icon in the lower left corner and enter your password to unlock it. Then click the Advanced button and select the TCP/IP tab. Now look at the menu labeled Configure IPv4. If the selection in that menu is Using DHCP, click the button labeled Renew DHCP Lease. Test.
    Less likely, you have a network address that you assigned yourself, and another device is assigning itself the same address. In that case, the selection in the Configure IPv4 menu will be either Manually or Using DHCP with manual address. This kind of conflict won't be resolved automatically. You have the following options to resolve it:
    Change the menu selection to Using DHCP.
    Change the manually-assigned address to one that isn't being used by another device.
    Change the address of the other device.  
    Which of these options you should choose depends on the details of why you're using a static IP address. Any change you make to the network settings must be applied before it takes effect. To do that, click OK and then Apply.
    This happens to me all the time and has never been a problem.

    I just worked on this same issue for someone else at work (iPhone 4 or 4S up to date). The iPhone 5 needs to be up to date to the newest version of IOS
    Here is what I did:
    1. Got into the iPhone 5 without using an account
    2. After getting in, it shows that there is an update
    3. Completed the update
    4. After the phone rebooted,  went in and completed a reset of the phone to factory
    5. When it came back up followed prompts and was able to restore from iCloud backup.

    That's a country code. Are you sending it to someone outside of the US or who is using a foreign carrier? Their carrier is prefixing the phone number with the country code for your phone number.

    Thanks for this thread.  I had the problem too.  It was very frustrating because he's overseas and we iMessage a few times per week.
    The reason it was broken: the specific contact had changed his AppleID password and had not updated it on his iPhone. 
    The solution that worked for us:
    He reset his AppleID (c.f.: http://support.apple.com/kb/ht5624)
    He updated the password at iPhone (iOS7) >> Settings >> Messages
    He updated the password at iPhone >> Settings >> FaceTime
    I reset my network settings: my iPhone (iOS7) >> Settings >> General >> Reset >> Reset Network Settings
    He didn't have to reset his network settings, and neither of us powered our iPhones off/on.

    If it isn't from something you did (like update iOS on an iPhone, or activate a new iPhone), then yes, I would be suspicious.

    A red check means the text wasn't sent (maybe the number has been changed, they have texts blocked, there was a network problem).

    It means that the device the message was sent to did not reply that it had been received by the device.

    As long as you both have a data connection (either cellular or WiFi) the iMessage will be sent over the data connection and only use a tiny portion of your data allowance.
    If the recipient of the message does not have a data connection, the iMessage may switch over to a standard SMS text message (if you have allowed that option in the Settings) - in which case you may be charged by your mobile network operator for the SMS as you would any other SMS you send.
    Whether or not you are charged to receive SMS is something you'd have to ask your mobile network provider.
