Update.... After a 24 hour e-mail delay, itunes cancelled my subscription with netflix and refunded my money. Itunes also asked me to resubscribe to netfix through them. I called Netfix and had my subsription started again in less than 2 minutes not using itunes. It was so nice being able to talk to someone on the phone with instant satisfaction. Sorry itunes, with today's technology there is no excuse for e-mail delays.

A have got not finished purchase and Apple still takes money from my credit card (14 times already).

I had Russian Apple ID and then i wanted to change the country to USA.
Everything was OK before this change but after it I am not able to pay for the applications.
I am getting an error "You payment information does not match your banks record."

The most immediate thing you need to do is to call your credit card company or bank and report the unauthorized charges. That company can contact Apple if they need additional information.
Next, log into your iTunes Store account and see if the purchases are reflected in the Purchase History. If they are, immediately change the password to your iTunes Store account, making sure it's not something easily guessed or looked up. Then go here:

and follow the instructions to report the issue to the iTunes Store.
If the charges are not reflected in the Purchase History, then it's most likely a fraudulent charge to your credit card directly rather than an unauthorized purchase through your iTunes Store account in which case it will be up to your bank to handle.

The iPhone 3G was discontinued 2 1/2 years ago. It maxed out at iOS 4.2.1 and can't run anything higher.
Apple isn't making your phone useless for apps, the app developers are doing so by not supporting a version of iOS that old.

Part of the validation for credit cards is that they need to be registered to exactly the same name and address that you have on your iTunes account, which prepaid cards tend not to be. Do you have a proper credit card that you could use ? Or are iTunes gift cards available in your country so that you could try using them as your payment method ?
Until you have a valid payment method on your account and what you owe iTunes has been paid off then you won't be able to download any item from the store, including free apps (and updates to apps).

Perhaps you have had your account hacked by someone. Someone you know or a stranger. The first thing is to change the password in your Apple ID so that they cannot continue to buy things with your account. Second, if the None option is available in your iTunes account payment methods, select that and remove the bank card info.

PayPal taking unauthorized money from my credit card

I attempted to order from a reputable comany (Eddie Bauer) over a month ago but my credit card is billed to my PO Box and not my mailing address. PayPal refused to accept my billing address and canceled the transaction. About a week ago I changed my mailing address with my Bank to my residence for future payments. Now after a month either Eddie Bauer resubmitted the request or PayPal automaticly decided to send the payment that I thought was all ready canceled. Now I am out money and I don't even remember what I ordered as I decided to just forget about it and shop elsewere. I filed a claim on line but Pay Pal is so so slow and they don't give a number to call that I can talk to a real person to figure out what is going on. The only thing to do is close my Pay Pal account and never use them again. My credit card bank is much better than Pay Pal. Now I see they don't even have a way to close the account! They have all my credit information and are now holding me hostage?

I have found that it takes a day or two for it to appear in your account after buying something from iTunes, but you should be getting what you purchase straight away. That is as long as you do have credit !
