Does this mean your Mobo is fry?

When you turn on your pc and your cd/dvd drive doesn't open. The fans seem to be working properly, and the gpu fans will only start 3-5 second after the cpu/system fans started. There is also no Signal for the monitor...
The hdd drive seem to be running properly, but I'm not sure since there is no real indication of such. I don't know about the cpu though, how could you tell if your cpu are fry or not anyways?
Anyone think they know any detail about this issue?
What is MSI tech support #? I need to call them, because I just bough there board like last week.

You need to supply more information about what you have installed in your system and your BIOS settings. When you say the CD won't open, I assume you mean when you press the open button. This suggests a power supply issue to me. Without knowing more, all I can suggest are the usual things:
Make sure you have everything plugged in correctly.
Make sure your video card is properly seated and your video cable is connected.
Also make sure your CPU's heatsink is seated and it's fan is working.
