Does using Facetime cost extra minutes on data or voice plans

Maybe a stupid question but, the app is so neat, I'm just wondering if there is additional costs to using the Facetime function.

if you are using it on 3g it works out at about 3 mb a minute

A FaceTime call can be done when both parties are connected to an available wi-fi network only, so no.
This will change with iOS 6 to be released this fall which will include the option to FaceTime when connected to your carrier's 3G network which will use your data allowance when doing so. Not when connected to an available wi-fi network.

If I am at work or at home and can connect to my wireless internet will this count as data usage on my verizon plan. I only got the 105mb plan because I really only "need" access to email. It would be nice to access the internet if I can do it without running the chance of incurring overages.

Make sure that not only the Wi-Fi is on, but that it's connected. turning on WiFi doesn't automatically connect it unless you've connected to that same WiFi before. You'll know if you're connected by checking the icon next to the signal strength indicator. If it says 3G then you're using your data allowance.
Also, if you're on a family plan and this is your first phone you can take advantage of the smartphones talk free promotion. They give you a $10 credit if you get the unlimited plan so it only ends up costing you $5 more than the 150MB plan, and lasts for the term of the contract.

Facetime is carried by WiFi and the internet, not the cell carrier. There is no cost, unless your ISP doesn't provide unlimited data and you have to pay data charges for your home (or hotel) internet.
If and when FaceTime is available on 3G, you may have to pay for data overage. However, it never is charged by the minute.

There is no local data roaming or call roaming in the U.S. as a subscriber with AT&T. Wherever AT&T has coverage in the U.S. is included.
AT&T does not own all the towers in the areas where they have coverage in the U.S. AT&T calls this "off net usage"

No. Because your tablet data plan is capped, Verizon lets you use the tethering and hotspot at no extra charge. Just keep in mind that it DOES use data from your plan so if you got a 1 gig $20 plan hotspot will burn that up in a hurry.
Frankly, I wish Verizon would do this on smartphones too. I would GLADLY give up unlimited data in exchange for tethering / hotspot included with the plan. Upselling tethering is so 1980's. The rest of the world includes teethering as part of the data plan service, though their data plans are usually capped at 3Gig or 5Gig.
Believe me, I am not going to STOP throwing this fact in US carriers' faces until they see the light and stop upselling this inherent functionality. It was always intended by OEM's to be a standard open functionality of a smartpone, not a FEATURE to be up-sold and monetized.

Currenty, FaceTime only works over WiFi, so it has no impact on the plan from your carrier, and thus is "free", if your WiFi connection is free. When iOS 6.0 is introduced, FaceTime will be able to be done over 3G. This will use your carrier data plan. Note: carrier support for FaceTime, over 3G, is required in order to be able to FaceTime over 3G. In other words, even though you have "unlimited data", you carrier still must support FaceTime over 3G.

I wouldn't suggest going to get it yourself. You could find yourself in a situation you cannot get out of and could get hurt. Second, as stated before, it is more for misplaced or lost devices, not stolen devices. Many police agencies do not feel they have probable cause, just from your statement on a map location to justify attempts to recover the device. There have been many posts from others who have had devices stolen where the police will not confront someone based on that map location. I understand you are impacted by the theft, but this is what we have insurance for. To protect your content, from now on I suggest you put a passcode on the device. I hope you have changed all of the passwords for accounts you had on the device, since all of your content and data was accessible to the thief.

I'll try to answer that from my standpoint:
I have ATT as my provider. I have a wireless modem at home. I use my touch with it. Whenever I am at my sister's or my brother's I use their wifi. Until a week ago, I never used it wireless anywhere else. Last week, while at B&N Bookstore, I checked to see if I could use it there. Since I wasn't home, Safari came up asking me to choose a network. One was ATT wifi, one was B&N's pay-to-use, and a third I don't remember who's. I clicked on ATT; it asked me for my ATT screen name and password, I entered them and I was In. Unless ATT's going to bill me later, I paid nothing then. I do not if this helps.

Tablets don't need to subscribe to the 3G mobile hotspot feature. All usage is deducted from the mobile broadband plan.
