Dont know my username password or security questions

I have offered my wife my old iphone 4 but I set it up on email account I no longer use and has been closed. additionally I don't know my security questions or the apple id password.
any ideas

Log out of that account and create a new AppleID for your wife.
You may want to start fresh with the phone by plugging it into iTunes and restoring it.
If you do not know your username and password or any of the security questions, and you are unable to restore the phone, you may want to contact AppleCare, but keep in mind that now knowing username, password and security questions is extremely suspicious and makes it difficult to ensure you are the owner of the account/device, so you might have a hard time with that.

I do not remember the answers to my security questions since i made my account like 10 years ago. I can't use my rescue email since it no longer exists. If you don't know your password, don't know your security questions and don't have a rescue address or don't receive a reset email, you should contact AppleCare who will initially try to assist you with a reset email or if unsuccessful will pass you to the security team to reset your security questions for you.
If you are in a region that doesn't have international telephone support try contacting Apple through iTunes Store Support.

If you forgot the answers to your security questions, try answering them at least once to see if you can get them right, even if you're not sure you remember the answers. If you're confident that you can't remember them, try one of the following:
If you have three security questions and a rescue email address, sign in to My Apple ID and select the “Password and Security” tab to send an email to your rescue email address to reset your security questions and answers.
If you have one security question and you know your Apple ID password, sign in to My Apple ID and select the “Password and Security” tab to reset your security question.
If you have one security question, but don't remember your Apple ID password, contact Apple Support for assistance. Learn more about creating a temporary support PIN to help Apple confirm your identity when you contact Apple Support.

In order to change the iCloud ID on your device you have to go to Settings>iCloud, tap Delete Account, provide the password for the old ID when prompted to turn off Find My iPhone, then sign back in with the ID you wish to use. If you don't know the password for your old ID, or if it isn't accepted, go to https//appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Tap edit next to the primary email account, tap Edit, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iPhone on your device, even though it prompts you for the password for your old account ID. Then go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https//appleid.apple.com and change your primary email address and iCloud ID name back to the way it was. Now you can go to Settings>iCloud and sign in with your current iCloud ID and password.
