Download icon songs I already purchased

Why is it that on my iPhone5c, I frequently see the download icon appear next to songs I've already purchased? Do I actually need to re-download songs that are already on my phone? Why is this?

If they have the cloud icon against them then they are not currently downloaded onto your phone, they are only in the cloud. If you want them stored on your phone then you will need to download them, either by tapping the cloud icon against them in the Music app (if you have Settings > iTunes & App Store > Music 'on'), or via the Purchased tab in the iTunes store app.

I could not find an option to "report a problem".
Log in to the Store. Click on "Account" in your Quick Links. When you're in your Account information screen, go down to Purchase History and click "See all".
Find the item that is not playing properly. If you can't see "Report a Problem" next to the entry, click the "Report a problem" button. Now click the "Report a Problem" link next to the item.
(Not entirely sure what happens after you click that link, but fingers crossed it should be relatively straightforward.)

Songs that you purchase from the iTunes Store are simply files. They only sit on the computer where you purchase them, until you copy them to another computer.
That is how it works. There is no web site where you can play all your files. It's primitive I know, but there may be changes coming.

Yes, it tells you exactly how to do this:
Open iTunes. (You can download the latest version of iTunes.)
If you're not already signed in, choose Store > Sign In and type your Apple ID and password.
If you're in the iTunes Store, click the Library button, in the upper-right corner, to go to your library.
Make sure that you have "Show iTunes in the Cloud Purchases" enabled in your iTunes preferences by going to iTunes > Preferences in the Store tab and clicking OK.
In your iTunes library, click the content type you wish to download using the content selector in the upper-left. Choose Music to download music, Movies to download movies, and so on.
Locate the item or title you wish to download.
Click the download icon to download that item.

ITunes won't download all songs from a purchased CD

I'm a choral singer and put a lot of music I'm going to sing on my iPod and then use it to study scores. I just tried to (manually) add 4 "songs" from a purchased CD. The first two came out fine. The third one stopped recording about a minute before the end, and the 4th is no where to be found. Can anyone help. I've tried deleting everything from that CD, rebooting and trying again - with no success. I've only once had a similar problem - and then the whole CD wouldn't download. You can re-download content purchased from the iTunes store (availability varies depending on location) using the purchased option from the Quick Links section in the top right corner of the iTunes homepage in your iTunes application on your computer.

"Most" of the album went to the cloud when I went to iTunes Match.
One song did not, rather, it stays in a category, "waiting".

Is the album still available in Itunes store? Can you redownload it fro previous purchases?

Because Apple pays the music copyright holders a royalty each time a song, including a free single, is downloaded from the iTunes Store. You can sometimes get one free redownload request granted by using _*this form*_, but never more than one.

Where is the section on adobe.com for downloading Acrobat X Pro when we already have purchased it? I.e., old laptop out of commission, new laptop does not have CD/DVD drive for inserting application disc.

You can download the trial version from http://prodesigntools.com/adobe-cs6-direct-download-links.html and activate it with your serial number.
Make sure you follow the Very Important Instructions on that page before proceeding to the actual download.

I assumed I wouldn't need to explain as it seemed pretty obvious that a lot of people are asking the same question and I have yet to see a post by anyone who has gotten an answer.
Before the iCloud seemingly took over all my songs and playlists where stored in my phone and computer. When the transition from the old iTunes to the new iTunes with iCloud took place all the songs which I had previously loaded manually from CDs became just titles with no content. Also, seemingly arbitrary tracks which I had previously purchased from iTunes are no longer available. I realize I can download what is in the cloud whenever I am connected but two things are wrong here. My albums, tracks, and song which I had ripped into my iTunes library are gone as are many songs which I legitimately purchased. Regarding the latter of the two is there a record of my purchases and will I be credited and have those songs previously purchased made available again? Regarding the first issue, I saved those songs and may not have the CD anymore, where did they disappear to?
