File archive part is missing when trying to download PSE 11.

I bought Adobe Photoshop Elements 11 last year & downloaded it on my PC. Bought laptop specifically for downloading PSE 11 to use (with correct specifications - windows 8.1) & when double click to run application keeps saying file archive part of PSE11 is missing & need all parts in same folder to extract & to download all parts. I have been downloading both parts (using Firefox) & put both parts in same folder. I have already looked on forum & seen people have had same problem & followed advice given to them (& links) but still going round in circles with this. When downloading Captivate 8 (64-bit), I am being told the file archive part is missing and I need all parts in the same folder. I have not idea what the file archive part is or where to find it.

The download file consists of 2 parts - one with .7z extension and the other a .exe file.
You need to click on the .exe file to begin the installation.

I downloaded the Windows 64 bit version (two files) and I am receiving the error message "the file archive part of Adobe Premier Elements 10 is missing. Please download all parts". How can this be resolved so that I can download and access the software?

Download this file: PremiereElements_10_LS15_win64.7z (this will take a long time) and wait for it to finish, then
Download this file: PremiereElements_10_LS15_win64.exe (this will download relatively quickly)
Put them in the same folder if they are not, already.
Do not unzip the .7z file, just leave it alone.
Run the .exe file and it’ll see and extract the .7z file, itself, then start the install process.

I can not download Adobe Premiere Elements 11 which I just paid for online. The Adobe website tells me I need Internet Explorer 4 or higher. I have version 10 IE. How do I get my download?

This question pops up frequently in these forums. It's a known issue with IE10 and Adobe's website.
The Adobe download manager seems to confuse IE10 for IE1 and thinks IE10 is out of date.
You can either use Compatibility View in IE10 and switch to IE9.
Or use a different browser to download.

What computer operating system is involved? I will assume Windows 7, 8, or 8.1 64 bit for now.
If your Premiere Elements 9 was registered when first installed, the serial number for it may be at Adobe.
Please go to the Adobe web site http://www.adobe.com, sign in with your Adobe ID and Password, in the Search field type My Products.
Then follow the My Products link to your products. In the Your Products list find Adobe Premiere Elements 9 and click on it to reveal the serial number.
After Premiere Elements 9 is installed, remember to download and install the 9.0.1 Update from
Adobe - Premiere Elements : For Windows : Premiere Elements 9.0.1 update
I have assumed that your program is on a Windows computer.
