Seriously, this much technology, hoping apple can block it from accessing their itunes database if ever it pops up somewhere.You are assuming that no one ever sells an iPhone. The registration with your serial number has nothing to do with purchases or use. Which also applies to your block.
There is now a carrier database of IMEI's in the US so whoever ends up with it will probably not be able to use it as a phone in the US. And if they restore it the phone will not activate and will become unusable. -

You have to be in a country, and have a billing address in that country, to download from its store. You can try requesting that the app be added to the Slovenia store, but unless the app's developer/rights-holder agrees to it then Apple won't be able to sell it there : http://www.apple.com/feedback/itunes.html

Are the apps compatible with your model iPod and its iOS version? You say you have a iOS 4.2. That implies a 2G iPod. Many, many apps now require iOS 4.3 or later or a 3G or later iPod.
Also do you have Restrictions turned on that would d prevent installing those apps? Settings>General>Restrictions. -

Did you try to change the location in Settings/iTunes & AppStore/AppleID -> view Apple ID, log in ->Country/Region -> India?

Which apps? The iPhone apps you have selected/purchased on the iPhone App Store thru iTunes?
Or the apps installed on the Mac?
For the first case, simply connect the phone, start up iTunes if it doesn't do so on its own accord, click on your phone's entry on the list in the left column, select the Summary tab to make sure all is well, then click on the Sync button on the bottom edge of the screen. If you want, you can click on the Apps tab and arrange your applications how you like them prior to the sync, too.
If the second case, no can do. iPhone apps run on iPhones, Mac apps run on Macs. -
