I'm fairly sure the Verizon CDMA iPad 2 had no GSM sim slot. So it won't work with any other carrier except Verizon.
As far as the AT&T version goes, it should technically work but will not support 4G/LTE cellular bands.
Given iPad 2's are no longer being sold, I doubt any that could be bought would have a warranty still. Or have at most very little of it left.
Why an iPad 2? its now 3 generations behind the current one.
Perhaps an iPad 4 would be a better choice.

I have windows 8 enterprise OS and iTunes ver. 10.5.0.142. I was upgrading my iPad to IOS 6.1.3. After finishing the upgrade my iPad Reboot and currently stucked-up in a plug-in screen and iTunes Logo. When I try to connect it to the iTunes pop-up message appear saying " iTunes has detected iPad in recovery mode. You must restore this iPad before it can be used with iTunes." In short, I push the restore button then another pop-up message appear saying " The iPad software update server could not be contacted. Make sure your network settings are correct and your network connection is active, or try again later." I tried many ways but still no luck. I repeatedly reboot the iPad and open the iTunes still the same problem. I try also to uninstall the iTunes and installed the lower version but still the same problem, I even check the firewall if the ITunes was block or My privileges is administrator to run the iTunes or even reset my winsock but the problem still remain. We would like to have all our music, photos, etc. on the iPad - is it best to create a new combined Apple ID for the iPad and simply upload our music, photos, etc. via our laptop instead? Does this not then render the iCloud useless to us?

And just in case you were wondering, installing one purchased copy on all the Macs you own is specifically called out as allowed in the Mac OS X Lion license.
If you do not want to download multiple times, just copy the Applications -> Install Lion app to a safe place BEFORE you do the first install. Then copy that copy to any Mac you own where you want to install Lion.

11th. My iPad worked fine
before getting on the plane. In the hotel about 48hrs later I opened my iPad it
read the message: “iPad is disabled,
connect to iTunes.”
To my knowledge myself, nor anyone else has tried to access my device or
entered the password incorrectly 3 or more times.
I started by updating my iTunes account on my computer to the latest version.
Then multiple times I attempted
the “Use recovery mode”
steps.
e.g.
1. Turn off your device and leave it off.
2. Plug in your device's USB cable to a computer with iTunes.
3. Hold down the Home button on your device as you connect the USB
cable. Keep holding down the Home button until you see the Connect to iTunes
screen.
I received the message on my computer saying “iTunes has detected an iPad in recovery mode. You must restore this iPad before it can be used with iTunes.”
I click the “Restore iPad” button.
During which time the progress bar on my computer’s iTunes
screen was moving very slowly and other times seemed like it wasn’t moving at
all. I would leave my two devices and attached by the cable and upon returning
I would find that the process would have ended before it had completed.
Initially I thought it was a connections issue because I was in remote
locations with slow internet servers. Since being home I have re-attempted the
process and have been able to fully complete the forced recovery but I will
receive a message saying:
“The iPad could not be restored. The disk you are attempting to use is full.
Removing files and emptying the recycle bin will free up additional space.”
What recycle bin is the message referring to? Obviously I CANNOT access any
data on the iPad itself. Just for the **** of it, I did empty my computers
recycle bin and re-attempted the forced recovery process but as I suspected it
did nothing for the iPad and I still received the same message: “The iPad
could not be restored. The disk you are attempting to …”

No, i don't. if i did i would have tried it. do you have to sign up an appled ID for iCloud? If the answer is yes then they should mention that in the set-up instructions.

Disconnect the USB cable from the device, but leave the other end of the cable connected to your computer's USB port.
Turn off the device: Press and hold the Sleep/Wake button for a few seconds until the red slider appears, then slide the slider. Wait for the device to shut down.
While pressing and holding the Home button, reconnect the USB cable to the device. The device should turn on.
Continue holding the Home button until you see the Connect to iTunes screen.
iTunes will alert you that it has detected a device in recovery mode. Click OK, and then restore the device.

FORCE IPAD INTO RECOVERY MODE
1. Turn off iPad
2. Turn on computer and launch iTunes (make sure you have the latest version of iTune)
3. Plug USB cable into computer's USB port
4. Hold Home button down and plug the other end of cable into docking port.
DO NOT RELEASE BUTTON until you see picture of iTunes and plug
5. Release Home button.
ON COMPUTER
6. iTunes has detected iPad in recovery mode. You must restore this iPad before it can be used with iTunes.
7. Select "Restore iPad"...
Note:
1. Data will be lost if you do not have backup
2. You must follow step 1 to step 4 VERY CLOSELY.
