Email gift certificate for different iTunes store?

Hi,
I wish to give an email gift certificate for a friend in Japan. But my iTunes store account is in US. Can I purchase the gift certificate from a US iTunes store for my friend to use on a Japanese iTunes store? If not, what is the best way to give a gift across the border?

Buy one directly from an Apple Retailer or Reseller Store;
The card needs to be purchased in the country it is for. Can't purchase a gift card from Apple in the US and use it in a different country's store.
Same as eBay (which I wouldn't recommend). The card needs to be originally from teh country it is to be used in.

I tried for 15 min. to figure out how to buy an email gift certificate from the iTunes store via my Mac. I read the HELP instructions and they did not corespond with what was on my screen (and Apple presented no pictures to illustrate and use to match). I have PayPal set up for purchases. I ordered the egift for email delivery to my self and keep getting the message that the purchase did not go through, contact support. I contacted them and they told me they had fixed the problem so I tried many times again and got same message. I do nto understand why there is always some problem with Itunes. Seldom is it a smooth process. This is the only account I have with constant problems.

There isn't a way to purchase a gift certificate for that specific amount, but it is possible to gift one particular song to someone as a gift. You can read about it here.

The Apple ID is right everywhere else. I've synced the phone. I've reset it in Settings on the phone. I've changed it at Apple.
When you write, "I've changed it at Apple, this means you updated yoru old AppleID or you ceated a new AppleID?

There's a difference between an iTunes gift certificate and an iTunes gift card. The Apple Gift Card FAQ specifically says:
"Can I use the Apple Gift Card to purchase an iTunes Music Store Gift Card? What about an iTunes Music Store electronic gift certificate?"

OK, I see what point you were trying to make previously. You are talking about the misspelling of the name. That was SO not clear in your post. As you can tell, both roamminggnome and I missed your intent.
If you want to educate people on the common misspelling of the country Colombia, then state your case clearly. You will get a lot further that way. Being condescending about the mistake is not productive, and you won't achieve your goal that way.
That having been said, it seems a bit pointless to bring up a two year old post that has a spelling error in it and then post to it only to call out that error.
This is not an English course - it is a technical user to user forum. We have to put up with egregious spelling errors daily on this site. It is not the place to start a campaign on the proper spelling of the country Colombia. You might want to try to direct that considerable indignation somewhere where it will actually make a difference.
Sorry for the misspelling in my post of the country. I can promise you, I won't make that mistake again.

It sounds like you are trying to change the Apple ID logged into the iTunes & App Stores on your iPhone. Use these steps:
Changing your Apple ID account
Tap Settings > iTunes & App Stores, then tap the Apple ID signed in.
Sign out of the current Apple ID account and then sign in with another account or create a new Apple ID.
