Error 1321 in Windows 7

Using Windows 7, have repeatedly (at the urging of the now annoying pop-up) tried to install update.  Goes all the way through the process until the almost very end, then undoes it all and gives the following message:
Error 1321.  The Installer has insufficient privileges to modify the file C:\ProgramFiles (x86)\Adobe\Reader9.0\Reader\AcroRd32.dll
NO info in Support Forum for Windows 7.
Who might have the power to give the Installer privileges?  It is my computer and am and have been the sole user.  What more does it want?
Should I attempt an uninstall and hope that if I reinstall it will be the updated version?
Thanks for any and all help.

Hi,
I had the similar problem and I got it fixed with the inbuit tool on Win7 called "takeown", this tool allows an administrator to recover access to a file/folder that was denied by re-assigning file ownership.
Could you try the following?
Note: You must elevate the level of permissions for Win 7 with UAC enabled.
On Windows 7
Choose Start > Programs > Accessories.
Right-click on Command Line and select Run As Administrator.
If Error 1321 is being caused due to some file e.g. if it's AcroRd32.dll, then it's containing folder e.g. "C:\Program Files (x86)\Adobe\Reader 9.0" is to be mentioned in the below command line. The below command in blue can be typed at the command line and the end press Enter Key.
C:\Windows\system32>takeown /f "C:\Program Files (x86)\Adobe\Reader 9.0" /r /d y && icacls "C:\Program Files (x86)\Adobe\Reader 9.0" /grant administrators:F SYSTEM:F /t
After running the command, you should be seeing something like this,
Successfully processed 1367 files; Failed processing 0 files
And then try installing Reader 9.3.3 from http://ardownload.adobe.com/pub/adobe/reader/win/9.x/9.3.3/enu/AdbeRdr 933_en_US.exe
Hope, it helps.

Acrobat 9.5.1 update on Windows XP Error 1321 solutions don't work. I can't uninstall program. Error upon error.

    Hi John,
I'm trying to install the SunMC 3.5.1 Console on
Windows XP with not much success. The install
displays the initial splash screen, but then fails
    with the error :
    The install wizard cannot proceed.
Aborting installation now...First, are you installing from a complete SunMC CD or CD image? If you just copied some files out of a CD/image you may have missed some jar files.
SunMC Consoles don't like to share systems with older versions of themselves. Try moving/renaming the directory your 3.5 Console is installed in (or uninstall it if you don't need it),... then try putting 3.5.1 in again.
All my demos/work/courses are on 3.5.1 on an XP laptop, so I know it works.
I think it's probably just not happy about 3.5 already being installed... so just move it out of the way for awhile to get 3.5.1 in (then put 3.5 back so you can have them both).
    Regards,
    Mike
The Java version is 1.4.2_03 .
The Release Notes etc don't give any clues.
Strangely, SunMC 3.5 works fine on this desktop..
Any ideas as to where I can go from here? This is
effectively stopping me from going from SMC 3.5 to
3.5.1, unless I can get the Console working..
Has anyone else had problems with SMC 3.5.1 on XP?
    Thanks in advance.

  • Adobe Reader 10.1.3 MUI error 1321

I posted this in the enterprise forum but have not had any luck getting a response so I'm reposting it here to see if I have any luck.
I am currently deploying Adobe Reader 10.1.3 MUI and I am seeing several machines fail the installation and report error 1321 (permissions issues). This is an issue because the installer removes the previous version of Reader and fails to install 10.1.3 which leaves the machine without Reader and results in impact to the end user.  If I re-run the installation there is a good chance it will report a different file with permission issues, in other words its not always the same file it reports permission issues with. Regardless, I have manually confirmed the permissions and owner on the files and all parent folders are correct but the installer will still report permission issues. I see this on Windows 7 SP1 x64  and Windows XP SP3. The easiest way to get Reader to install succesfully is by running the installation over and over until it passes (you dont even have to make any changes to the machine, just kick it off until it installs succesfully). With all of this in mind I suspect the root cause to be  Mcafee's real time scanning, my guess is that it is locking the file when its scanning and when Adobe's installer attempts to modify the file it fails because it is locked or in use by Mcafee. Usually, I would test this by disabling Mcafee and kicking off the installer however I am not able to do this due to security reasons. I have tried running procmon to see exactly whats accessing the files at that time but everytime I start procmon the installation will randomly pass and I cant reproduce the issue if procmon is running. Does anyone have any ideas on what I could do to help determine if it is in fact Mcafee causing the issue? Or possibly another suggestion as to what the root cause could be?

I was able to resolve this. See http://forums.adobe.com/message/4895858#4895858

Update: It's been two months since my original post and it has finally been verified my theory was correct. After Mcafee's on-access scan (v.8.8) was disabled I never experienced any of the problems above. For example, I had a test box that experienced the issues I described in my orginal post and Reader had failed to install over 450 times (yes that number is accurate); after Mcafee's on-access scan was disabled the installation was successful.

  • Adobe PSE 11 won't install: error 1321

I bought adobe PSE 11, when installing, error 1321: "Installer has unsufficient privelages to modify c:\windows\installer"   appears.    I have tried running as admin, but nothing .  What do I do?

The installer was probably unable to write all the required files to disk. Consult your system administrator. If you are the sole administrator see these notes. They relate to Creative Suite but may help you to analyze the problem. If in doubt contact Adobe Installation Support Team.

  • Ongoing issue: Error 1321 during the patch installation

I have seen this issue with 10x and 11x, however currently I'm working on 11. You can look at my previous posts to see additional details because I have posted about this issue in the past with no luck on obtaining a good answer. Luckily I now have more details and pinpointed the issue down to only patches. When installing a patch, the msp and Mcafee On Access scanner conflict because On Access scanner is scanning the file the same time the msp is attempting to modify the file, this results in the msp reporting Error 1321 (security permissions error). This has only been seen on Windows XP. I have never seen this occur when installing the main Adobe Reader installation, only on patches (msp's) and in this specific case it's the 11.0.03 patch. The obvious solution here is disabling Mcafee On Access scanner (which I have confirmed resolves the issue) however that is not an option in my environment. We refuse to leave the machines vulnerable during an installation. A case was opened with Mcafee and their engineers could find nothing that Mcafee was doing out of the ordinary and could find nothing proving Mcafee was doing anything incorrect on their side, they have requested Adobe look into this issue to find root cause. The bad news is that Adobe Reader is a free product therefore there is no premier support that I am aware of, which leaves me with this forum. This does not happen for other installations as often as it does for the Adobe Reader patches. It does not happen every time the patch is installed but it happens very often and the file reported with issues is different every time. My question is, does Adobe have any thoughts on why this could be happening so often for their patches (msp's)? Is there something being done out of the ordinary? Please feel free to let me know if any additional details are needed.

    Hi,
The installer launches the MSI engine. From that point on, interactions between the MSI engine, the system, and other processes (all of which are not under Adobe's control) control the installation workflow--these processes include antivirus and backup programs. Adobe has worked with certain software companies to mitigate such issues, but in this case it may be true that both Mcafee and Adobe are doing the right thing and that it's up to the admin to make them play together nicely.
Obviously, the reason this is not always an issue is because Mcafee is not always scanning in-play files. The coincidence of time and files is seldom, and so the problem appears sporadic.
You must temporarily suspend scanning or keep retrying until success.

  • When I try to install I receive the error 1321?

The error can be found within the installation log files and is usually related to the need to write to a specific location.  If the installer is unable to write to the expected location this error can occur.  I  recommend trying the steps listed in, "Error 1321 or 1309 | Install | CS4, CS5 | Windows."

  • Captivate3 Trial Version Error 1321

When trying to install trial version, I am getting an error
1321 message: The installer has insufficient privileges to modify
    the file C:\Program Files\Common
FIles\Adobe\Updater5\AdobeUpdate.cer. I have called support several
times but they have no suggestions. There is a knowledge base
article that deals with this issue for other product installs, but
not one for Captivate. Has anyone else had this error and does
anyone know the fix? I'm on Windows XP, trying to demo this product
to our company for possible corporate purchase in IT department,
but they're not too impressed so far with the problems we've had
getting any support for this issue..........and this is unfortunate
since I was really hoping we could go with this product. Thanks for
    your help in advance.

This behavior occurs because SYSTEM account has been denied
access to the directory or file necessary to install Captivate. So
it’s important to make sure the SYSTEM account has sufficient
access. To provide the access, select the file C:\Program
    Files\Common FIles\Adobe\Updater5\AdobeUpdate.cer and right click,
choose ‘Properties’ and the ‘Security’ tab.
Select the SYSTEM account and check if Full Control is allowed. If
    not, grant full access.
In case where there are more files getting modified, the
same can be done to the folder containing the files. Please make
sure the access given is set to propagate to all the subfolders as
    well.

-Launch Control Panel - Double click Quicktime, If you do not see quicktime, look on the top left side of control panel and switch to classic view. This will then allow you to see Quicktime.
-Now click the advanced tab and click on Safe Mode GDI Only, Apply, then ok.
