Error 1406 during installation, nothing fixes it!

Hello esteemed forum!
I've tried everything that is listed by Apple to get iTunes to install but I'm still getting the same problem. There shouldn't be any adminstrative privileges issues on my PC because I am the only one that uses it and I've never had any issues before.
I tried the fix posted on InstallShield's website (http://consumer.installshield.com/kb.asp?id=Q108504), and curiously when I attempted to "acquire administrative priviledges" the Local Users and Groups file was not listed. Does anyone have any suggestions?

    The steps in the second box are a guide to removing everything related to iTunes and then rebuilding it which is often a good starting point unless the symptoms indicate a more specific approach. Review the other boxes and the list of support documents further down the page in case one of them applies.
    Your library should be unaffected by these steps but there is backup and recovery advice elsewhere in the user tip.

    Hello all and thank you for the replies.  @Mylenium this is a new system  setup = windows 8.1 fully updated - hardware not so new but more that adequate -  i7 processor 3.2Mhz 16GB ram 2TB hdd 2 x Nvidia GTX 60's in SLi and Adobe apps was the first I installed , Bridge & Photoshop went through fine. The only error message was that one clicking  the link to get more info just took me to a generic help site.
    Anyway last night I downloaded the trial version which came down fine and installed it without a glitch and after registering the software online it picked up that I was a CC user and automatically entered the license key so all is good.

    Finally the above problem was sovled. First click on control panel and search for all Apple software and uninstall all related to Apple software. Then download itunes again and run it to install latest itunes and after installation is finish. All  Apple software shall run properly.

    Try this:
    Repair the Hard Drive and Permissions
    Boot from your Snow Leopard Installer disc. After the installer loads select your language and click on the Continue button. When the menu bar appears select Disk Utility from the Utilities menu. After DU loads select your hard drive entry (mfgr.'s ID and drive size) from the the left side list.  In the DU status area you will see an entry for the S.M.A.R.T. status of the hard drive.  If it does not say "Verified" then the hard drive is failing or failed. (SMART status is not reported on external Firewire or USB drives.) If the drive is "Verified" then select your OS X volume from the list on the left (sub-entry below the drive entry,) click on the First Aid tab, then click on the Repair Disk button. If DU reports any errors that have been fixed, then re-run Repair Disk until no errors are reported. If no errors are reported click on the Repair Permissions button. Wait until the operation completes, then quit DU and return to the installer.
    If DU reports errors it cannot fix, then you will need Disk Warrior and/or Tech Tool Pro to repair the drive. If you don't have either of them or if neither of them can fix the drive, then you will need to reformat the drive and reinstall OS X.
    Now try reinstalling the 10.6.7 update.  Be sure you are using the Combo Updater.

    i have recently purchased a new iPod nano, so (on my windows vista acer laptop - which i had previously had itunes on before - my old ipod had broken ages ago so i uninstalled it and everything) i started to download itunes. it had done so with no problems at all. but when it went to install (it didn't do it automatically so i had to click on the icon) the "fatal error occurred during installation" came up without specifying what error. i have tried uninstalling and reinstalling, restarting my laptop etc but nothing has worked. the same message occurs all the time.

    I have the same problem. Ipod touch purchased for christmas and I cannot load itunes without this fatal error always occuring. Have tried changing access and priveledge controls all to no avail......can anyone help?

    From past report, I found following comments:
    1311 error comes when during installation some resources are not accessible. It may have happened that some resources were missing or blocked on users machine. We would need MSI logs to look further into this.
    One person was able to fix the problem:
    After re-booting and cleaning out temp files, etc., the 3rd try resulted in success!  I do not know if this error was a fault within my system or not.

    Not sure what version/OS you have, but I hope it helps.

    I've tried installing with antivirus software shut down.  I've reset the file system transaction log.  I turned off the .net framework v 3.0 in the programs and features section of control panel.  The only thing I haven't tried is deleting the .net framework because the other articles were unclear as to exactly what and how to delete them. 
    Please help!

    Trying to install a HP Officejet 4500 G510g-m onto a HP Desktop PC with Windows Vista.
    Error message reads:

    Error logs reads:

    X:/Network64.msi failed with return code 1603
    When searching for the code 1603, I found a trouble shooting number (c02455020)
     When I run the program regsvr32 Atl.dll it came up with 
    DII Register Server failed with error code 0x2002801c
    But the com product was already registered, the computer has been re-started 12 times.  So I cannot understand why I cannot install the complete printer, why is telling me that only the basics can be installed.  I purchased and ll-in-one because I need it all not just a printer.
    Be so kind to enlighten me.
    My father's patience has ended, and before he packs it back into the box, I am willing to troubleshoot it with you.

    I'm trying to upgrade from 3.0.2 to 3.0.3 and get 'An error occurred during installation.' The error actually occurs during the Moving Items Into Place phase of the upgrade. iWeb is in the Applications folder and is not in a sub-folder.
    Any ideas??? Thanks in advance.

    Run Disk Utility and repair disk permissions. Then download and reapply the iWeb 3.0.3 updater.
