Error 1406. Setup cannot write the value mlcfg32.cpl

Hi to all. I am attempting to upgrade Office 2007 Standard to Office 2013 Pro. I have used the OCT tool to create a custom MSP. On some machine the upgrade fails. It is always the same error (see below).

Error 1406. Setup cannot write the value mlcfg32.cpl to the registry key \Software\Microsoft\Windows\CurrentVersion\Control Panel\Cpls. Verify that you have
sufficient permissions to access the registry or contact microsoft product services (PPS) for assistance. For information about how to contact PSS, see

I have attempted the following:
1.Log on to the computer by using an Administrator user account.
2.Start Microsoft Windows Explorer.
3.On the Organize menu, click Folder and search options.
4.Click the View tab.
5.Under Hidden files and folders, click Show hidden files, folders, and drives.
6.Click to clear the Hide extensions for known file types check box.
7.Click to clear the Hide protected operating system file (Recommended) check box, and then click OK.
8.On the Warning dialog box, click Yes.
9.Open the following folder: C:\Users\All Users\Microsoft\Office\Data\
10.If you are running Office 2007, right-click Opa12.dat or if you are running Office 2003, right-click Data.dat, and then click Properties.
11.Click the Security tab.
12.Click Advanced.
13.Click the Permissions tab.
14.Click to select Everyone in the Permission entries list, and then click Edit.
15.Click to select the Full Control check box.
16.Click OK four times. If these steps do not resolve this issue, delete the Opa12.dat, the Opa11.dat file or the Data.dat file from the following folder, and then restart an Office 2007 program, an Office 2003 program or an Office XP program
C:\Users\All Users\Microsoft\Office\Data
Has anyone seen this issue previously?
Kind Regards,
Phil.

Hi Phil,
Thank you for your questions. Have you uninstalled Office 2007 from the machine before the Office 2013 installation?
I believe you've already seen this KB article before, the steps above are quoted from it:
http://support.microsoft.com/kb/838687
As can been seen from the article, the steps above are specific to Method 4. There are three other Methods mentioned in the article, have you ever tried them? If not yet, I would suggest you to have a try:
Method 1: Set the permission for the Everyone group of the registry subkeys that are listed in the error message to Full Control.
Method 2: Disable the third-party application.
Method 3: Try the installation again in
Let me know if the issue persists after the steps above, we'll take a further look then.

  • Error Message "Setup cannot copy the file gp.ocx".

When I try to download Reader X to new Dell laptop running Windows 7 Pro, I get the error message as follows.
Setup cannot copy the file gp.ocx.  Ensure that the locations specified below is correct, or change it and insert (Unknown) in the drive you specify.
    c:\Users\Bill\AppData\Local\Temp\1DC2.tmp
Can anyone help me with how to proceed? Thanks.

Bummer!  I read something about getting this error due to insufficient permissions, but I attempted to install as local admin and didn't work either.  So I just uninstalled Adobe reader from the servers I was having this issue with, at least until a solution is available (?).  I'm not happy, it is not convenient if I have to use another machine to view PDFs, but I'd rather be inconvenienced than have unpatched servers.  Thanks for responding...let's hope Adobe responds...

  • Error 1406.Could not write value Adobe ARM

    Hi all,
I have tried to install the new version of Adobe Reader XI, but I keep getting the following error messages.
I have tried to follow suggestion by others on the web as to how to sort this problem out.
I have uninstalled adobe reader and restarted the computer.
tried to download again but still get the error message.
The full error message I got was,
Error 1406.Could not write value Adobe ARM to key \SOFTWARE\Microsoft\Windows\CurrentVersion\Run. Verify that you have sufficient access to that key, or contact your support personnel.
I went to the registry HKEY_Local_Machine and then to the above location.
in the right hand side of the registry editor is listed ADOBE ARM   "C:\Program Files\Common Files\Adobe\ARM\1.0\AdobeARM.exe"
I have tried to delete this entry but my system wont let me.
I am running Windows 7 ultimate 32 bit
    I have 4 Gb RAM
    I have an Intel core2 Quad Q6600 @2.40Ghz
I run Zone Alarm Extreme Security with virus protection.
I hope someone can help as I want to install Adobe Reader.

Truthfully, I don¹t know the difference.
    Okay here is what happened:
I purchased a new Mac because my old one was on the fritz.  They put all of
my old programs on my new computer including my old Adobe Acrobat 7.0
Standard.  Since I purchased a newer computer, I gave the old one to my
assistant.  But the Apple people replaced the hard drive on the old one, so
none of the old programs were in the system.  I purchased Adobe Acrobat XI
Standard for the new computer and figured I could just reload the old
acrobat on the old computer. But I had to buy new windows and parallels
programs in order to get the parallels program to work on the old computer.
    Here¹s what it looks like:
    New Computer:
    Old Windows
    New Acrobat
    Old Parallels
    Old computer
    New Windows
    New Parallels
    Old Acrobat
How much more messy could this get?
Maybe I should put all of the old stuff on the old computer and all of the
new stuff on the new computer?
Or, maybe I should just update everything? Prior to this everything worked
    fine. . .
    But, what do you think?

We found out that there were duplicate entries in the PkgStatus_G and the PkgServers_G tables in the SCCM DB.  We identified them, deleted them , and then we were able to run the /TESTDBUPGRADE command and it went through fine.  We performed
all of this on a COPY of the PROD DB and then moved the changes in PROD.  Hope this helps someone.

  • NullPointerException - Cannot get the value from variable f_cashGiven

In SubCheckout.java (a POS), what I want is when Payment button (f_cashPayment) is pressed, the action "Cash" is performed, get the value from Cash Given (f_cashGiven), do the subtraction and post the value as Cash Return (f_cashReturn). The code is filled in actionPerformed. But I cannot get the value by using f_cashGiven.getValue() from VNumber class. It returns NULL. This should be quite straight forward, but I do not know what is wrong. Please help!

If getValue() returns null, you need to trace the execution of the code and figure out which sequence of code is leading to the return of null. This method looks complex - a lot of if statements. If you do not have a debugger, put System.out.println statements inside the method to figure out what's going on.

    Hi Clifford,
Take a look at the article below, it provides tips that should help you resolve the iCloud setup issue.
iCloud: iCloud Control Panel setup cannot be started
    http://support.apple.com/kb/TS5178
    Symptoms
After installing or upgrading to iCloud Control Panel 3.0, iCloud setup cannot complete.
    Resolution
You may see one of several messages. Your troubleshooting steps will differ depending upon the message:
“Your setup couldn't start because your username or password is incorrect. Go to the iCloud Control Panel, sign out, and sign back in.”
Click Cancel to close the message.
Click "Sign out" on the iCloud Control Panel.
Reenter your Apple ID and password, then click Sign in.
“Your setup couldn't be started because the iCloud server stopped responding.”
or “Your setup couldn't be started because the iCloud server couldn't be reached.”
Check the System Status page to make sure there aren't any issues affecting the settings you've chosen in iCloud Control Panel. If you are setting up iCloud for use with Outlook, check that there aren't any issues with Mail, Contacts, Calendars, or Reminders.
Make sure your computer is online. In a browser, attempt to view www.apple.com and iCloud.com. If you can't connect to the Internet, your iCloud contacts, calendars and tasks cannot be added to Outlook. If you're using Windows 8, review the instructions for resolving network problems. If you're using Windows 7, review the instructions for troubleshooting internet connection issues.
“Your setup couldn't be started because of an unexpected error.”
Apple is investigating this issue. This article will be updated as more information becomes available.

  • In bc4j debug output - "Cannot write SessionCookie value to a commited.."

I am taking a look at an application debug logs and whenever an AM is Reset this warning is thrown:
"Cannot write SessionCookie value to a commited response."
Has anyone else seen this in their log?
This is a 10.1.2 app with struts and BC4J. I'm trying to debug a memory leak on a server, and I suspect it has something to do with an overloaded bc4jrequestprocessor...and it kind of worries me that the session might not be being saved and perhaps some resources are sticking around....ideas?

    Finally found the problem!
Even if the data type is Date/Time in Access and it is possible to set the field name to DateTime it seems to be a restricted word when using an SQL statement. The solution is to add brackets around DateTime like this:
    INSERT INTO Measurement (TestID,[DateTime]) VALUES (1,'2015-01-28 06:52:16');
    Thanks for your help Cosworth.
