Error message for Safari

Question

I did my update to snow leopard 10.6.3 two days ago. Now I am trying to log on to my One To One and I continue to get error message:
+To access One To One you must use a supported browser.+
+Please download and install Safari 3+
Every where I look, it show that I have Safari 4.0.5 so what do you think is up?

Thank you for your quick response.
I went through EACH and ALL six of your steps, in that order, and complete with restarting after each and I continue to get same error message.
Also I moved the file "webpageIcons.db" to the Trash, and it did not remove the icons (I did it twice).
Yesterday when I was at the Apple Store my One To One person did install "Tooble" and the plug-in "Perian". I uninstalled both this evening, and also did NOT solve the problem.
