What computer operating system?
Uninstall, free ccleaner run through, and reinstall with antivirus and firewall(s) disabled is not a bad idea. But, let us look at some other
factors before that.
1. When you try to open the program, how far do you get....Welcome Screen - clicking on Organizer or Video Editor or other?
Have you tried to open the program directly from the Adobe Premiere Elements.exe file after you have applied Run As Administrator to that file?
2. Does the problem exist with and without the antivirus and firewall(s) disabled? Are you working in a school or company network?
3. Are you working with a pen and tablet device instead of mouse?
4. Is your video card/graphics card driver version up to date according to the website of the manufacturer of the card?
4. Do you have the latest version of QuickTime installed and are you running the programs as administrator?
Let us start here and then decide what next based on the details in your reply.
Besides uninstall/ccleaner/reinstall, we may next try deleting the Adobe Premiere Elements Prefs file or the whole 13 Folder in which it
exists or installing the program in a newly created user account with administrative privileges and trying to run the program from there.
But, let us rule in or out the first 4.
Any questions or need clarification on any of the above, please do not hesitate to ask.

I have been using Elements 12 without a problem for 9 months. Now when I try to open the program, I get an error message "Adobe Photoshop Elements 12 quit unexpectedly" and it will not open at all. What can I do to open the program?
Thank you for responding. Nothing actually worked! After reading the posts online, I called Apple. They indicated they have seen problems with some software after their upgrades. The technician was able to fix the problem on my computer remotely, but I have no clue what he did! But, it was definitely related to their recent upgrade to my computer.

Every time I close the program, I get an error message that says this program shuts down unexpectedly,with the option to re-open, or not (OK or Cancel) , and then I get another message asking whether I want to report to be sent to Adobe

What kind(s) of image file(s)? When talking about camera raw files, include the model of camera.

What were you doing when the problem occurred?What other software are you running?
Tell us about your computer hardware. How much RAM is installed? How much free space is on your system (C:) drive?
Has this ever worked before? If so, do you recall any changes you made to PSE, such as adding Plug-ins, brushes, etc.? Did you make any changes to your system, such as updating hardware, printers or drivers; or installing/uninstalling any programs?

It sounds like you downloaded the wrong application, namely Adobe Premiere Elements.

I purchased Photoshop Elements and registered it on November 1, 2014 with a Windows 7 machine. A couple weeks later, I decided to jump to a Mac, and have tried to enter the serial number for PS Elements 13 on the Mac. I get an error message that it is an incorrect serial number. It is the same serial number used with the Win 7 machine, and the same that shows on my Adobe.com profile. I thought I had to transfer the license from Win to Mac, so I emailed asking for help. No response. A couple weeks ago, I tried the Chat function. It was assigned a number, but Chat was unavailable and no one responded. Just tried Chat again, which says it is available 24/7, and it is unavailable. What can I do short of buying a new license, which I will not do.

Error Message in Premiere Elements 7
I have used Premiere Elements 7 successfully for some time. I recently got a new Windows 7 laptop and loaded PREL 7 onto it. When I start a new project, in the ORGANISE section, when I go to add media, I select as I did before an .mp4 file but after a short while I get an error message saying "This type of file is not supported, or the required codec is not installed". I have got the latest version of Quicktime installed, but I am now lost for how to get over this. Any suggestions greatly appreciated!

Error message in Premiere Elements 4 to 9 "Running short on Memory"
When you get the error message " RUNNING SHORT ON MEMORY" save your work > in Premiere Elements while editing with H.264 mov files in excess of 1GB is it related to the Microsoft Operating System Limit of 4GB and 2GB performance of the program to 2GB ?

The H.264 mov 1920x 1080p clips are from a Canon 5D Mark II which we have been using for over two years mainly for stills. however, the movie capabilities of this camera has been used commercially re: jazz band performances and promos. We have successfully used it to produce DVD's and Blu-Ray discs and Export to Tape. However, the one glitch we have had is importing a large number of clips into Premiere Elements 4. it will take approx 30 clips at 25mb each which can be easily rendered and then Exported to Movie as HDV/mpeg-2 Uncompressed avi,( they DELL have recommended to go to CS5 as soon as possible, which we intend to do) to be finally edited in Premiere Pro 1.5.1 as it does not like H.264 mov.
According to Dell Technical Support Australia the 4GB Operating System Limit in Windows and the 2G performance of the 32 bit Adobe Software is causing the issue , even in our i7 Wndows Professional Quad Core with 12GB RAM. The size of some of the productions sometimes exceed 98 GB and run after transcoding very smoothly in Premiere Pro, which never crashes, and has been used for over 3 years without problems at all.

New error message in Photoshop Elements 12
When I make a mistake in Photoshop Elements 12, I get an error message that says: "You must suck it up because you fu**ed it up." (I put in the stars because Adobe wouldn't let me put in the actual letters.) Does Adobe have a new policy to be rude to their customers when they make a mistake? Has anyone else at this experience with Photoshop Elements 12?
That was the exact error message that I posted. I opened a JPEG and then tried to open it again while it was still open. I have nothing to vent other than this. I love Photoshop Elements 12 and use it on a daily basis. Tonight was the first time I encountered this "error message."

Error Message - "Adobe Premiere Elements.exe has stopped working"
This has happened before but I have been able to work out of it previously. Now no matter what I do (such as starting a new project) it crashes every time. I read alot of the posts/articles here about troubleshooting PE but to no avail. Basically I can capture, save, render, even "share" the project in other formats, but anytime I try to edit, or even watch any video in the viewer, it crashes. Even if I advance the video one frame it crashes! Event viewer reveals that the error event ID is 1000. Today's crashes have a time stamp of 0x46df9114, faulting module MSVCR80.dll. Yesterday's crashes list a different faulting module. There is also an exception code, fault offset, process ID. Not sure what information is needed. Any help is greatly appreciated - I am behind on an important project. Many thanks!

4 GB RAMFirst, Google "MSVCR80.dll" and limit to "Adobe Premiere." Leave off "Elements" for now. You will find plenty of articles and some in this forum (one very recently). Many will have Adobe KB articles on problems and what to do.
Next, this ARTICLE might yield some clues to any other problem, at the time of the crashes.

When I double-click on the Install Adobe Download Assistant icon I get a message that says, "Sorry, an error has occurred.
