Error message: legal apple id, but not an iCloud account

I would like to share fotos with a friend who has only a windows-pc. He created an apple-id account, downloaded and installed iCloud for windows. But when he wants to start the program he gets the error-message: your apple-id is legal, but it is not an iCloud-account. He can not start the program. Is there a simple resolution?

You have to log in iCloud on an iPhone, iPod touch, iPad or Mac first before being able to use iCloud on your PC. See > http://www.apple.com/icloud/setup
If you haven't got an iPhone, iPod touch, iPad or Mac, you can't use iCloud

    In simple terms then, you can not create a new iCloud account on a PC and an Apple ID is NOT an iCloud account.
    Use a Mac or an iPhone etc to open the account, then (and only then) can you sign into it on a PC.

    Navigate to Macintosh HD > library > preferences > system configuration and drag the 'Networkinterfaces.plist' file to the trash and restart the mac. Now try again.

    As you already knew, no, you cannot create a new iCloud account from anything but the above devices.

    i am running mavericks with the latest update.  yesterday my mail stopped working for icloud but still works with all my other mail accounts.  i can log into icloud just fine online but when i try to add it back to my mail i get "This is a valid Apple ID but not an iCloud account". why is this.  i use the right info i have always used and can use it to log into icloud online.  why is apple tourchering me so, what have they changed in there ever changing id intanglement that has lead to this. 
    help anyone.

    If you have already created an iCloud account on a Mac or and iOS device you can sign into it in the Windows iCloud Control Panel. However, if you have not previously set up an iCloud account you cannot do so on a Windows PC, only on a Mac or iOS device.

    You can't create a new iCloud acount using a PC. You must create it on an Apple device, a Mac or an iPad/iPhone. Then you can use it on your PC.

    This isnt an error message as such, but it should give you the option to review and confirm your account details, which is necessary before you can use the account on that machine.

    Usually if it says your Apple ID is not an iCloud account, that means you have not yet enabled your Apple ID as an iCloud account.  So you did set it up correctly on your iPod touch?
    If not yet, please see Set up iCloud on all your devices.

    Music purchased from the iTunes Store is automatically available in iCloud.  This is "iTunes in the Cloud" and does not require an iCloud account.  The music is stored in the iTunes Store, not in a personal iCloud account.
    If you don't have any Apple devices you will not be able to create an account.  It wouldn't be any value to you anyway as it syncs data on you computer with your Apple devices. If you don't have any, there is nothing to sync.

    I don't have any apple products personally, this is for work to use Photo Stream so when Superintendents & Project Managers take pictures of their construction site, I am able to have those images immediately.

    You can not create an iCloud account using a PC, you will need an Apple product. Once the account exists you can logon to it from a PC.
