downloaded the latest itunes now when i try to open itunes just get error message saying "new itunes library"

Try this approach:
Empty/corrupt library after upgrade/crash
Hopefully it's not been too long since you last upgraded iTunes, in fact if you get an empty/incomplete library immediately after upgrading then with the following steps you shouldn't lose a thing or need to do any further housekeeping. In the Previous iTunes Libraries folder should be a number of dated iTunes Library files. Take the most recent of these and copy it into the iTunes folder. Rename iTunes Library.itl as iTunes Library (Corrupt).itl and then rename the restored file as iTunes Library.itl. Start iTunes. Should all be good, bar any recent additions to or deletions from your library.
See iTunes Folder Watch for a tool to catch up with any changes since the backup file was created.
When you get it all working make a backup!
If that doesn't work go into the Control Panel for progams and try to repair the iTunes installation, or remove it and then reinstall.

Error -50 is a very unhelpful generic communications error with a number of possible causes. Something between the drive to which you are downloading and the drive from which it is all coming is not working correctly, which probably leaves several hundred options.

My computer turned itself off last night after overheating.. this has happened before. I went to turn it on this morning and it went through a start up process to ensure now problems occurred. I upgraded my OS in my Mac and now I cab't open iTunes. Error message says the iTunes library is locked, in a locked disk or I don't have permission to write.

I upgraded my OS from Lion to Mountain Lion. After that I can't access or open Itunes anymore. Message says " Itunes library is locked, in a locked disc or I don't have permission to write permission for this file.

Back up all data. Don't continue unless you're sure you can restore from a backup, even if you're unable to log in.
This procedure will unlock all your user files (not system files) and reset their ownership and access-control lists to the default. If you've set special values for those attributes on any of your files, they will be reverted. In that case, either stop here, or be prepared to recreate the settings if necessary. Do so only after verifying that those settings didn't cause the problem. If none of this is meaningful to you, you don't need to worry about it.
Step 1
If you have more than one user account, and the one in question is not an administrator account, then temporarily promote it to administrator status in the Users & Groups preference pane. Could any of the music have been sourced on an external USB drive or a network drive? In iTunes, go to one of the songs that won't sync. Bring up the info page, and look at the location of that song on the disk. Does that file and path exist? That could be your problem, especially if they were on a USB drive you forgot about.

If you still have an issue you may have to see about using the iTunes version (application) included with Snow Leopard 10.6 from the installer or an another one if available online, and see if that will install.
Sometimes you may have uninstall the bits left in your system by the earlier (or later) iTunes installers; as they all leave a trace and these can stop a different version of iTunes from being installed.

Did you downgrade iTunes? What version is listed in Help> About iTunes?
If you don't have iTunes 10.5.2, download it from here -> http://www.apple.com/itunes/download/
If you have iTunes 10.5.2, try re-creating your iTunes library.
