I would suggest that you particularly pay attention to the information in the following section, which addresses error codes such as the one you have been given:
Check for hardware issues
Related errors: 1, 3, 10, 11, 12, 13, 14, 16, 20, 21, 23, 26, 27, 28, 29, 34, 35, 36, 37, 40, 1000, 1002, 1004, 1011, 1012, 1014, 1667, or 1669.
These errors mean that your device or computer may have a hardware issue that's preventing the update or restore from completing.
Check that your security software and settings aren't preventing your device from communicating with the Apple update server.
Then try to restore your iOS device two more times while connected with a cable, computer, and network you know are good.
Confirm that your security software and settings are allowing communication between your device and update servers.
If you still see the error message when you update or restore, contact Apple support.

    When I restart my iPad the connect to iTunes comes up and stays on until it shuts down again, I have read a report from Apple support suggesting I reinstall iTunes so I might try that again and also your suggestion which i shall also try, but thanks again - rg1547

    Are you using a valid Apple charger that came with the iPad?
    Attempting to use a computer USB port, an incompatible charger, or attempting to charge via a wall socket that only receives power from a wall switch — can all lead to a low, or depleted battery condition. Has this iPad been wet, or dropped?
    Verify all of the above, and correct. If the iPad still cannot hold a charge, consider taking to an Apple Store, or authorized service provider to evaluate it.

    My 11 year old kid was playing with the app tap zoo, the ipad sudeny went of. Since then every time we turn it on it takes more than usual to get too to startup, it then asks for the process of activation. When I tried to sync it with itunes for a restore the screen informed "We're sorry, we are unable to continue with your activation at this time. please try again later, or contact costumer care" it also informs "the ipad could not be restored. an unkown error ocurred (-50)"

    Error 9006 when restoring your iOS device indicates that there is security software on your computer which is preventing connection to the Apple server or your device.  To troubleshoot this issue please follow the directions below.
    Check your security software
    Related errors: 2, 4, 6, 9, 1611, 9006. Sometimes security software can stop your device from communicating with either the Apple update server or with your device.
    Check your security software and settings to make sure that they aren't blocking a connection to the Apple servers.

    I wiped it out and restored from backup but I am still getting the same message.

    I uninstalled and reinstalled iTunes and that fixed it. Here are the specific instructions that I was given.

    1. Go to Microsoft website to fix install and Unistall problems. Click "Run now" from Fix it to remove all iTunes & related installer files:

    Try and force your iPad into Recovery Mode
    1. Turn off iPad
    2. Connect USB cable to computer only
    3. Press and hold the Home button down and connect the docking end of cable to iPad
    4. Continue holding the Home button until you see the "Connect To iTune" screen
    5. Release the Home button
    6. Open iTune
    7. You should see "iTunes has detected an iPad in recovery mode"
    8. Use iTune to restore iPad
    Note: You need to be patient and repeat the above many times.

    Attempting to upate to iOS6 - update failed - messsage received was to restore the iPad - this process went as far as "restoring iPad firmware where it stopped and resulted in the message - "The iPad could not be restored - An unknown error occures (-1)" Went through all the recommended trouble shooting steops but the problem repeats each time.

    Well, I did not think much about Hardware Error (1) becuase it had never happened to me.  Well, over the weekend, I decided to upgrade my iPad 2 32gb Wifi-CDMA to iOS 7.0.6.  I first attempted this OTA, not just once, but several times.  The device would download the software, began the process, reboot and began to apply the update.  It would reach about 60 percent and fail.  After the failure, the iPad would recover and reload the current 7.0.4 iOS.  It would then inform me I had an update.  Each time, I would try to apply the update OTA.  Each time, it would fail.  So, I tried to  complete the update via iTunes.  Well, each time, the process would get to 60 percent and fail.  iTunes would produce an error 3014 or error 1.  Looking through the logs, the problem would fail loading the firmware, and more specifcally, isolated to the modem.  I eventually tried so many times, I bricked my iPad.  I had it in recorvery mode and could not get out of it.  I read through all of the forums and the stories about driving to Apple stores, visiting the Genius Bars, calling Apple Support etc.  They all resulted in the samething, a hardware error of some kind.  Since I have taken hundreds of these iPads apart and repaired them, I figured that this one would get a new set of batteries and a logic board.  But before I decided I would do that, I tried to update and restore using several different cables, tried a desktop computer, two windows laptops, and a macbook pro and a macbook air, of course all with the same result.  So, knowing that iPads are built case down and that all of the connectors are either vertical or horizontal and that most of the horizontal connections are ribbons, I decided to try reseating all of the vertical connectors.  Know, before you read on, I would like to add a disclaimer to not try this at home or even try it at all, but I will tell you, it worked. 
    I took the iPad and dropped it on floor 5 times.  I left the iPad in it's case and droped it on a very tight nap throw rug on top of a hardwood floor.  I dropped it from an elevation of about 3 to 4 feet.  I was hoping that the shock would compress all of the vertical connectors and give everything else a bump too. 
    Nothing broke, especially not the display or digitizer.  Once I picked up the iPad, I connected it directly to a computer, went to iTunes and clicked on the upgrade and restore option.  The iPad loaded 7.0.6 without any issue.  The iPad is running great and I have not had a problem out of it at all.
    I do not recommend you do this to your iPad, but reseating all of the vertical connectors worked for me and I recovered an iPad that would have otherwise been bricked until it was disassembled and repaired.
