Error to open SI

Question

Dear Experts,
I have used this following source code in SAP B1 2004 or 2005 when opening sales invoice and it works well but failed to run in SAP B1 2007 version. Here is the code:

Error message :
Run-Time error  '-7012 (ffffe49c)'
Item-already exist [66000-13]. Form unique Id : F_14, Item unique Id : Static1
The result is actually a city name of a BP will be displayed automatically and can't be editable when finishing in entering card code in the new sales invoice or find open or closed sales invoice.
Pls give advice. I appreciate your help  very much.
