Error when i start Svrmgrl

Question

Hello all,
i am now installing Oracle8 EE version on a Linux machines,
i have installed all the necessary patches and compatible files
from technet.oracle.com and redhat ftp site, but when i type in
svrmgrl,
it display:
Oracle Server Manager Release 3.0.5.0.0 - Production
Message 4505 not found; NO message file for product=SVRMGR ,
facility MGR
Error while trying to retrieve text for error ORA-12571
what mistakes/steps do i make or miss?

Thank you again, i have tried to run root.sh file before typing
in svrmgrl, but i will try to relinking everything using an admin
option in the instaler tonight...and i will post whether i am
successful or not, ^_^//
