Hi,
Please make sure you have format the system drive and perform a clean install, not just override or upgrade from the previous system.
The bootloaders for Windows Vista and Windows 7 are quite similar,  you could have a look at this article and see if it's helpful to you:
When I try to upgrade an earlier version of Windows to Windows Vista, I receive an error message: "Windows could not update the computer's boot configuration"

    Hi,
Please make sure that Delete all partitions/volumes on the disk # (ex: Disk 0) that you want to install Windows 8.1 as UEFI on until that disk # shows as unallocated space.
Try again to install Windows 8.1 again.
If it still fails, please post back the setuperr.log and setupact.log under C:\$WINDOWS.~BT\Sources\Panther\ for our research. You can copy them out in WinPE command mode.
Also, I would like to check if you use bootcamp to install Windows 8.1 on Mac computer. If so, check the solution here:

  • Windows could not update the computer's boot configuration Server 2012

I'm trying to install Windows Server 2012 on another partition (V:) that I create directly from Disk Management. After I create it, I do a simple format of the partition.
Next, I try to Install Windows Server 2012, directly on the recent partition, after the setup is completed, Windows Server 2012 boots to the Getting the devices
ready section, but stops and throws me this error.
Windows could not update the computer's boot configuration
After that the computer, restarts and it goes on and on unable to create a multi-boot environment. What's killing me is that I have done this on the past like 10 times and never run to this problem.
I'm running Windows 7 Home Premium on an ASUS K45 64 bit.

    Hi,
You can try adding a new boot entry by using bcdedit tool:

    HELP!!!
Windows could not update the computer's boot configuration. Installation cannot proceed.
The installation then it says "The installation was canceled" and "Any changes to your computer won't be saved.
I have been trying to sort this out for over 15 hours.
I have the MacBook Pro (Late 2011)
Quad Core i7 (Clocked at 2.2GHz)
    4GB Ram
    Radeon Graphics (512mb graphics ram)
    Running OSX Yosemite (10.10.2)

Did you have to modify Bootcamp Inof.plist to see the USB Installer option?
Your USB device needs to be a USB2 device. Here is an example.

(Can't try this one because I don't have physical media or a burner and don't want to upgrade to 8.1)
Tried maskedferret's and jarvil's instructions that might work for others but not for me. Also the process must be older version of disk utility. There is no "minus" to remove a partition in the one I have.
Half the problem is those threads are so long with people posting up their problems that are not even the same problem. So then you have to sift through all these responses that aren't even really releated.
If you're problem isn't this problem then please don't use this thread to solve another issue.
“Windows could not prepare the computer to boot into the next phase of the installation. To install Windows, restart the installation.”
I can't find in the release notes of any beta Maverick update that this is being addressed.
    1) Does anyone know if there is a fix coming out for this?
    2) Is there some solution that doesn't require to have physical media?
         a) I have Windows 8.1 iso and product key
         b) I have a 32gb USB stick that I had Bootcamp format
         c) I have a spare 16gb USB stick.  Both are USB 2.0 so I can't do Windows To Go. Maybe I should get one.
    3) I have no idea how tell which MacBookPro I have since no one at Apple seems to believe in model numbers. I just ordered it online two weeks ago and received it this week so I guess it's the "latest" model hardware wise.  Running 10.9
The cloest possible solution I came across was to boot up Windows 8 OS on a USB stick (Not the install) and run diskpert or fdisk for mbr thought I can' try this out because I don't have Windows To Go.  I'd rather have it worked problem from Apple if I can figure out when they plan to update I might be willing to wait.

Finally got a physical CD and to the third link option still same issue. Even worse actually as even after formating the partition I get a "Windows cannot be installed on this disk. The selected disk is of the GPT partition style"
Found my "-" minus remove parition in Disk Utility. Will attempt maskedferret's again

  • Windows could not prepare the computer to boot into the next phase of the installation. Windows 8.1

Hi! I have a Lenovo G500 notebook with a new HDD. I try to do a clean install but i always get an error message" windows could not prepare the computet the boot into the next phase. Restart the insralattion."  i talked with my country's windows
help line and the operator said i have to change something in the BIOS. Can somebody help me?

    Hi,
You can enter BIOS, then change the Boot sequence for CD/DVD, HDD or USB. Make sure that the disk speck is enough for storing the installation files. Make sure the installation media is fine.
Probably cause of this error is that the associated disk partition is corrupted. In this situation, you need to delete the partition and then repartition the hard drive, after that, try to install Windows again, check if error has gone.

    OK
Of course it is not OK hence why I am here seeking help from this fine community of users of superior Apple products

Deleted Itunes, Quicktime, apple mobile support and updater. Reinstalled and it all worked. Had to do the same thing last time. NOT TOO FUN.

  • Error window "could not write the file. There is not enough scratch memory available

When I try to use the "save for web" I get this error window. I have deleted several files and have over 700 GB of memory available on my local C drive. I have had PS CC for over a year and have never seen this before. Any help would be appreciated.

    Hi AndreaJ,
If it cannot create a temp file, which indeed is tied to the limitations for 32bit apps and in Save for Web cannot exceed 2GB,
That's what it's telling you, and this has absolutely nothing to do with your system swap file.
A possible solution may be to manually flatten the file before exporting or it might also help to clean up the Drive you are using as Scratch disk.
    In Addition to this:

  • System Recovery hangs on "Windows could not complete the installation"

Just purchased the recovery media from HP (3 DVD + App/Driver DVD, see below), followed instructions on clean recovery and the install hangs at first Windows login with the following error:
"Windows could not complete the installation. To install Windows on this computer, restart the installation"
Well, I've started fresh 3 times now with the same results. (3 hours each time)
I was able to start task manager at this error, I even tried to hold down shift and click restart. Doing that, I get the message windows can't be installed in safe mode. I was thinking of doing a plain Windows install but there is no product key on the laptop
    Thoughts?

Windows could not start the FLEXnet Licensing Service service on Local Computer
Error 1068: The dependency service or group failed to start.
I don't understand what it says with this message, only that it is impossible to start. However, that is not what I am trying of course, I want to start the FLEXnet Licensing Service, service.
Re-installing of the software, doesn't make any change. How can I start it so Director is also working?

    Hi Don1233,
Please consider seek help at the software vendor side.
For the services didn't start, follow the suggestions posted by Elton in the thread below:

  • "Windows could not start the offline files service on local computer. Error 3: The system cannot find the path specified"

Using Windows 8.1 Pro on Toshiba Satellite i7 Laptop with 8Gb Ram
After upgrade from Windows 8 Pro to 8.1 Pro, the Offline Files/CSC service refuses to start and gives the error message:
"Windows could not start the offline files service on local computer. Error 3: The system cannot find the path specified"
Before the upgrade, offline files worked fine... how do I re-enable offline files?

I had a similar issue -  couldn't make any files available offline.
I found that the offline folder service would not start
This was because the CSC permission were totally screwed.  I had to take ownership of each folder and file, one by one, then grant everyone full access.
then delete the full contents of the CSC folder
format the CSC database using the registry fix then reboot
in control panel, disable the offline files,  reboot, then re-enable.  and now its working :)
2hrs to resolve this, with grateful thanks to this thread and some others.
