Essage loadlibraryex startup.dll  error 998

What can I do to solve this problem.  When I attempt to launch premiere pro I get this message loadlibraryex startup.dll  with error 998.  Have looked for phone number to talk with someone at adobe but have not found one.  Help would be appreciated.

Thank you for the information.  I am using a PC.  Running windows 7.  Have been using Premiere Pro for a number of years.  This is the first time I have not been able to get into the program.  The last time I was in the program was in early September.  When I looked at the restore functions in Microsoft, nothing goes back that far in the list.  I had noticed on youtube that some people had a fix for another problem similar to mine, but it was for a different error code.
Is there a way to repair the file, or should I just reinstall the program.  I have not found any information on the disks that I have nor in the material on how to do this.  I really hate to do this since there have been so many updates since I first loaded this program onto my computer about a year and a half ago. 
If someone has a phone number for support at adobe, it would be helpful.

    everytime when I try to start premiere pro CS6, this error message pops up: i really dont know what do do now, please help me....

    Its Premiere Pro CS6 on  Windows 7 64 Bit latest updates @ 8GB RAM + i5 2500k. It never worked, i installed it and every time this error message pops up instead of starting premiere pro.

    This is my first post on these forums so I'll probably need to appologise in advance to veterans for any obvious gaffs from here on...Anyway, I was running PP 5.5 just fine until yesterday when I clicked the icon and just received the following error message...
    LoadLibraryEx Startup.dll failed with error 998: Invalid access to memory location.
    So far I've scoured the net without success and have only found one other posting relating to this problem (in these pages, on the Photoshop forum), the answer wasn't conclusive so I spent another hour of frustration today trying to get anyone in Adobe's outsourced 'Tech Support' to answer a phone, after being supposedly transferred to them from 'Customer support'...in the end I gave up and in desparation landed here...you folks could be the last chance this girl has of getting back on track and delivering my project on time, so if anyone knows a straightforward fix for this problem I would be real grateful!...

    Tried running Restore from safe mode as suggested but so far have received the usual popup box citing an 'unspecified error occurred' ...etc...will try again tomorrow after turning off anti-virus...

    Just a final note to maybe help someone else down the line and close this particular thread...It took me a week but in the end I bit the bullet and decided to try uninstalling and re-installing the Premiere Pro module...that just threw up another bunch of errors which, at closer look, seemed to be 'payload' related from the other modules in the suite. Long story short, I uninstalled all the other modules which had dependencies within Premiere. I ignored the advice given me by the Adobe online advisor. He told me I had to 'Deactivate' the product before re-installation. Not necessary. I re-installed and tested each programme in turn from disc, starting with Premiere. The error had corrected itself.... Overjoyed!...
    ...Thanks again to the guys above for the suggestions....sometimes it's real helpful to just get another opinion!...

  • Error 998 when calling dll

    Hello,
    I'm using LabView9 32-bit on 64-bit machine (Windows7) and I'm trying to call some functions from an external dll (32-bit).
    When configuring the call-library-function-node to use this dll I get an error message saying:
     "error loading (filename of dll)". Invalid access to memory location.
    The message is in German as is my operating system.
    Now I wrote a little test app in VC++ which directly called the dll. Everything worked fine.
    Next I wrote a wrapper-dll to call the original dll's functions and used that with my test app in VC++. Also no problems.
    Finally I configured LabView to call the wrapper-dll and got no error message at least right after configuration.
    But when I run the VI and debug the wrapper-dll I get an error 998 when the wrapper-dll tries to load the original dll.
    According to Microsoft's description of system error codes this is ERROR_NOACCESS and means exactly "Invalid access to memory location".
    So for some strange reason LabView isn't able to load that dll, which is obviously no problem for a C++ app.
    Any help on this would be very much appreciated since my project is strongly dependent on getting this to work.

    Hi Ronnie,
    unfortunately there is no direct solution for this issue so far. Both sides, the dll-vendor (texas instruments) and ni are aware of it, with ni (in my opinion) at least trying to solve it.
    The cause seems to be some encryption stuff on the vendor side (they use an usb dongle). Is something similar involved with your problem?
    My current workaround is to have an external wrapper app written in c++ accessing the said dll. To this wrapper I communicate via socket to realise the function calls.
    This is quite annoying since it's a bit of work to do and you definitely loose performance. But so far no one was able (and in case of Texas Instruments even not willing) to help on that problem.
    And again: for me this issue applies only for the said configuration:
    Windows7, 64-bit,
    LV2009, 32-bit (I cannot use 64 bit because of some 32-bit-only toolboxes)
    the dll is available both in 32 and 64 bit...
    I'm still exited, if there will be an official solution,

  • Vista itunes not installed correctly.  Error 7.  Windows error 998.  Itunes helper not installed correctly.  Service Apple Mobile Device failed to start.  Insufficient privileges.

    OK, spent about 25 frustrating hours so far this weekend doing everything recommended on numerous threads here -- uninstalling and reinstalling itunes and all Apple items.  Help?
    I am using Windows Vista home premium.  After the last iTunes update to 12, it suddenly would not work.  I followed, to a T, all instructions to uninstall all Apples software, in the correct order, reboot, download the latest iTunes, run as administrator, plug in the iPhone 5S, let the driver install, and then finish.
    Along the way, I received the error that "Service 'Apple Mobile Device' (Apple Mobile Device) failed to start.  Verify that you have sufficient privileges to start system services."  I am the administrator and have privileges.  (I previously followed instructions from anther thread to change the read-only privileges for Apple folders, but to no avail.  I also deleted every file with the word Apple in it after I uninstalled everything.)  I did a retry and then an ignore during installation of the AMD error, which I have received 10 times.
    The other error I keep getting is:  "iTunesHelper was not installed correctly.  Please reinstall iTunes.  Error 7."  I have done that 20 times.
    Other frequent error:  "iTunes was not installed correctly.  Please reinstall iTunes.  Error 7 (Windows error 998)."
    I followed other threads suggestions to install Windows .NET versions 3.5 and 4.0.  No help.  I also looked for various specific Apple files in various folders for DLLs, etc.  Not present.  I have rebooted 50 times and tried different users on my home account as well.  Nothing.
    I also followed instructions to Manage my computer under "services."  Under Apple Mobile Device, the setting is for "automatic."  When I try to get it to "start," the error I receive is "Windows could not start the Apple Mobile Device on Local Computer.  Error 1053:  The service did not respond to the start or control request in a timely fashion."  (I followed previous thread instructions to use the CMD prompt to stop it.  That caused problems because the status was then "stopped," but I was able to restart it later once I figured that out -- but with the 1053 error again.)
    I think I've tried every suggestion in every thread for the four errors I keep getting (AMD failed to start; iTunesHelper Error 7; Windows error 998; and AMD Error 1053.)  I am fresh out of ideas and very frustrated.  I mostly want to make sure I don't lose my music and photos, which I was about to sync.
    The only other thing I see that is strange on my computer (which I discovered along the way) is that I cannot receive automatic windows updates and have not had an update since 2012.  My iTunes worked a month ago, so that was obviously not a show-stopper in the past, but perhaps there is a Vista update I need for iTunes 12?  I have service pack 2 for Vista.  I have followed all threads to try to set my windows to automatic update, but no joy there either.  It checks for updates and then fails.  I followed instructions and did run an installation to install windows automatic updates, but that doesn't work either.  I tried 10 times.  It runs and takes a while, but is never able to successfully update windows.  It says "checking for updates" for a while.  Then it dies.  My last update was 6/19/12 (failed) and it says the most recent check was 6/22/12, but I have tried 20 times on 10/31/14 and 11/1/14.
    When asked to "Install new Windows Update software" to check for updates, I have done so 10 times.  It downloads and installs, but never works.
    It's an old Dell desktop computer from 2006, and I'm using an iPhone 5S.  I am fresh out of ideas.  Anyone really smart here?

    Upon latest reboot, I also received this error message:  "The application failed to initialize properly (0xc0000005).  Click OK to terminate the application."
    Then I got the iTunesHelper not installed correctly error again.
    Then the "Windows can't check for updates" error message.
    Then "Apple Push has stopped working."  Then a quick DEP error message that disappeared but said something about Apple Push being closed.
    I'm also getting denials of service logged by McAffee.  Not sure if I'm getting a virus/attack or not.
    Not sure if it's a problem with my old desktop machine, my Windows Vista updates, or iTunes, but I'm very frustrated and out of ideas to try.

  • Guide to overcome hal.dll error - disk error & other errors.

    Okay to start off with - guide for installing bootcamp.
    DISCLAIMER:
    I take no responsibility at all - whatsoever for any damage the following steps cause to anything. If you follow this guide and then are annoyed at me in any way - don't be - you followed these steps knowing they could be dangerous to your hard drive / computer / sanity / etc. That said - good luck & these steps should work for everyone.
    requirements: XP SP2 CD & a copy of parallels would be useful. Also a non-apple usb keyboard for step 1 if the apple one doesn't work during xp bootup.
    1. First try the usual bootcamp assistant method. Insert the xp disk, in the setup make sure you format the drive to NTFS (not quick). If you don't get this option - skip to step 3.
    2. Reboot and hopefully everything will go without a hitch. If it doesn't and you get a hal.dll error or any other kind of error go on to the next step.
    3. Boot up mac os x. Install parallels desktop.
    4. Insert your windows xp sp2 cd.
    5. Create a new virtual machine using a virtual hard drive saved in your documents folder somewhere.
    6. Configure it so that the bootcamp drive is added as an extra secondary drive in the virtual machine. (Little plus button down at the bottom).
    7. Install XP onto the virtual machine - don't activate or anything, just get to the desktop stage as fast as possible.
    8. Parallels will have already asked for your password to dismount the boot camp drive.
    9. Double click my computer in the virtual machine, then hold down ctrl+shift and click on the BOOTCAMP partition in the my computer window.
    10. Click format.
    11. Select NTFS as file format, check enable compression - do not check quick format.
    12. Wait till its finished and then power down the virtual machine.

    27. Start up the virtual machine - open up BOOTCAMP in my computer.
    28. Click view - folder options
    29. View types > make sure you can see hidden files and folders, view system files and etc.
    30. Right click boot.ini and click properties
    31. Uncheck read-only.
    32. Click okay - open boot.ini in notepad.
    33. If you're on a mac with 2 partitions: 1 mac hd, 1 bootcamp, delete everything in the boot.ini file and copy and paste the following into it:

    Hi. Your bootcamp drive should be drive C. It shouldn't matter what drive letter it is really, you make the virtual machine disk as a virtual disk saved in your documents folder and hook it in to use your physical bootcamp drive.
    Ensure you've typed in the correct command and correct password. Press enter after you type in the password. You won't see it as you type it in, and you may need to wait some time afterwards before you'll see the next prompt. Leave it 2 minutes.

  • System Error 998 While loading the Labview Run-Time Engine

    Hello.
    I have a DLL made with LV 7.1 I run the dll using a C compiler and works great in WINXP, but cannot run in Win2K. Error is:
    "System error 998 while loading the Labview Run-Time Engin(c:\program
    files\National Instruments\Shared\Labview Run-Time\7.1\\lvrt.dll)
    READVOLTAGE requires a version 7.1 (or compatible) Labview Runtime
    Engine. Please contact the vendor of READVOLTAGE to correct this
    problem"
    READVOLTAGE is my function inside the dll. The runtime is already
    installed. I tried it in another WINXP running machine and works fine.

    This is actually a Microsoft bug with statically loaded DLLs. There are a couple of workarounds for it, and I have included two links below to posts that address this issue:

    Thanks for the reply.
    dboraslib.dll is properly installed - I checked the registry and physical location of the file.
    The problem was : Environment variable "Path" not being set properly for the "oracle jre".
    Solution:
    After setting the path, the dispatcher started to run properly without any problems.
    Path=<Drive>\oracle\ora92\bin;<Drive>\Program files\Oracle\jre\1.3.1\bin; <Drive>\Program files\Oracle\jre\1.1.8\bin
    FYI - We are using WIN2K with SP4 and oracle DB 9.2

  • W.I.C.S Nationwide Error Connecting - Specified driver could not be loaded due system error 998

    I am currently virtualising W.I.C.S Nationwide with APP V 5.0 SP1 on a Windows 64BIT machine. When I install and launch the application manually I am able to log into the application successfully without issues.
    When I sequence the application, I get nothing in the report to suggest any issues. in fact the report has nothing. After sequencing, when testing the application on a client machine (Which is a mirror copy of the sequencing machine), once I put in the log
    in credentials and try to connect with the application, I get the below error message:
    Error Connecting - 2147467259 :Specified driver could not be loaded due system error 998:Invalid access to memory location. (Oracle in Installclient11_1,C:\ProgramData\App-V\86B33AE4-890E-4E98-AD4F-C4F7A1FCA0DE\4D075A01-3775-4BEA-BEC4-5414B3B0D02E\Root\instantclient_11_1\sqora32.dll).
    I was wondering if anyone has had this issue with a similar application that tries to load an ODBC driver and if so how did you resolve it

    When Sequencing did you try to go into ODBC and test the connection?  Is that file in that location? If you run a ProcMon, what results does that produce in relation to the sqora32.dll?
    Out of interest, have you tried sequencing on a 32-bit machine? I haven't had an issue yet but am wondering if it's a 32-bit driver running on 64-bit and not running correctly for some reason, either way, a ProcMon may give you some clues. Sorry, can't be

  • Firefox hang at start with ntdll.dll error

    Ciao a tutti! (Hallo everybody!)
    My system run W7 Ultimate sp1, whit PrevX 3.0 free edition and McAfee VirusScan Enterprise 8.7.0i.
    Firefox hangs at startup, reporting the error below.
    I've tried vary support thread:
    - complete reinstallation
    - safemode startup
    - remove profile
    in crash report folder i've found only a file:
    InstallTime20121119183901
    I've also tried:
    - memory check
    - antivirus check (also with Kaspersky)
    - Microsoft system check (command sfc /scannow)
    - Microsoft Fix.it
    no way to solve the problem.
    any suggestion?

    How To Fix Ntdll.dll Errors
    Try the below solutions one at a time.
    * Unplug removable devices
    * Restart your computer. The ntdll.dll error you're receiving could be due to a one-time, temporary issue and a simple reboot may resolve the problem completely.
    * Reinstall the program if the ntdll.dll error only displays when you use a specific program.
    **If the software program has any updates or service packs available, install them too. The software's programmers may have identified an issue with the program that caused the ntdll.dll error and then issued a patch for it.
    **Note: Third party software programs that have been installed on your computer are almost always the cause of ntdll.dll errors. The remainder of these troubleshooting steps resolve ntdll.dll issues only rarely.
    * Check the Windows service pack level you're running and then check Microsoft's support site to see if there is a more recent service pack available for installation. Some issues that caused ntdll.dll errors have been corrected in these service packs from Microsoft.
    * Selectively disable Internet Explorer add-ons. If your ntdll.dll error is displaying when you start, run, or close Internet Explorer, an add-on may be causing the problem. Disabling each add-on, one by one, will determine which add-on is the culprit (if any).
    **Note: As a workaround, assuming the ntdll.dll error really is Internet Explorer related, install and use a competing browser like Firefox.
    * Rename the NLSPATH system variable. If your Windows system does not have this environment variable, skip this step.
    **Note: This is a troubleshooting step for this issue only. Be sure to set this path back to its original name if this does not resolve the ntdll.dll issue.
    * Disable Data Execution Prevention for Explorer.exe. As in the previous step, this is for troubleshooting the ntdll.dll issue only. If this doesn't resolve the problem, return the Data Execution Prevention settings to their previous settings.
    * Update drivers for any hardware in your computer where updated drivers are available. Outdated drivers sometimes cause ntdll.dll errors.
    * Test your memory for damage. If you're receiving ntdll.dll messages, one possible cause could be a bad memory module in your system. Testing your memory will either identify a problem or clear your RAM of any responsibility.
    * Replace your memory if it fails any of your tests.
    * Ntdll.dll errors could occur if you have an Iomega Zip drive on the same IDE cable as the hard drive inside your computer. If so, move the Zip drive to a dedicated IDE controller.
    * Replace the IDE cable connecting the hard drive to the motherboard. If this cable is damaged or malfunctioning, one symptom could be the ntdll.dll error you're seeing.
    * Repair your installation of Windows. If individual software reinstallations fail to resolve the problem, a repair installation of Windows will replace the ntdll.dll file.
    * Perform a clean installation of Windows. A clean installation will completely remove Windows from your PC and install it again from scratch. I don't recommend this option unless you've exhausted all previous troubleshooting ideas and you're comfortable that the ntdll.dll error is not caused by a single program (Step #2).
    **Note: If a single program or plugin is causing the ntdll.dll error, reinstalling Windows and then reinstalling all of the same software may lead you right back to the same ntdll.dll error.
    * While extremely rare, if everything else has failed, including the clean installation from the last step, you could be dealing with a hardware issue with your hard drive.
    **If so, replace the hard drive and then perform a new installation of Windows.

    I came across your post about the Notebook, and wanted to assist you! I have looked into your issue about your HP Pavilion dv6-6c10us Notebook and issues with Qt5Gui.dll error message on startup. I have search this and is seems to be a phone issue. Have you added some software for a cell phone? If this is what is causing this issue you could uninstall the software. Here is a link to show you how to do this. If that did not help, you can do a system restore. System restore will help if something automatically updated and did not go well on the Notebook. I would recommend a restore point before the 10 th, maybe something around the 5 th or so. When performing a System restore please note remove any and all USB devices. Disconnect all non-essential devices as they can cause issues.Here is a link to check the device manager for errors with drivers. If there is a driver with an issues in your Device Manager, this could be causing an issue. Here is a link to show you how to resolve this, if you need it.
